The Intelligence Analyst – Domestic Violent Extremism(DVE) supports the Maryland Coordination and Analysis Center Anti-Terrorism Division (ATD) by identifying, creating and sharing relevant and actionable intelligence and information, through assessments, bulletins, briefings, and/or investigative support. The analyst’s role will primarily focus on analytic and liaison/outreach activities. The analyst performs a wide range of analytical functions including research, analysis and reporting on criminal and terrorism related vulnerabilities, risks, and threats to the State of Maryland. The analyst provides predictive analysis based on relevant local, regional, national or international intelligence information, trends or activities. This position works in developing, supporting and conducting statewide liaison and outreach activities as they relate specifically to public safety, government, and private sector businesses, agencies or groups. The analyst will provide briefings and reports for multi-disciplined agencies in government, private, and public sector regarding DVE and will collaborate with the same in creating multi-agency reports that are relevant to law enforcement and homeland security producers and customers in Maryland. The analyst will assist all branches in the ATD in supporting the overall homeland security and antiterrorism mission. The analyst will also collaborate with other members of the MCAC regarding hate/bias and hate crimes information gathering, analysis and reporting.

Key Responsibilities:
Analytic Activities
The MCAC DVE Intelligence Analyst will:

  • Review, organize, and analyze all DVE activity to identify and maintain awareness of current and emerging DVE groups, ideologies, events, and movements active in Maryland and surrounding jurisdictions.
  • Identify and maintain awareness of current and emerging tactics, techniques, and procedures associated with domestic violent extremism including common DVE targets, recruitment methods, fundraising, etc.
  • Develop products and briefings that communicate the threat(s) posed by domestic violent extremists to the State of Maryland.
  • Develop products and briefings for public safety and critical infrastructure customers highlighting potential indicators of DVE activity to encourage reporting of suspicious activity
  • Collaborate with public safety agencies focused on hate/bias reporting to determine potential links between hate/bias incidents and domestic violent extremist activity
  • Contribute to quarterly and annual assessments relaying the threats, vulnerabilities, consequences, and overall risk originating from domestic violent extremist activities and organizations.
  • Coordinates with all other MCAC units and divisions and external partners to develop tactical and strategic intelligence products
  • Conduct research using open and sensitive sources to identify potential domestic terrorism threat actor(s) and organizations present in Maryland
  • Prepare graphs, charts, maps and other illustrative products for visual presentation of data to customers
  • Identify and research intelligence needs/trends/patterns related to customer needs.

Liaison/Outreach Activities – The MCAC DVE Intelligence Analyst will:

  • Establish trusted relationships with appropriate federal, state, local, and non-governmental entities to facilitate information sharing necessary to support MCAC’s DVE analysis.
  • Provide analysis and insight to senior public safety officials and other policymakers related to issues of domestic violent extremism prevention.
  • Provide insight and information to support appropriate federal, state, local, and non-governmental entities in the evaluation and development of DVE prevention activities and initiatives.
  • Collaborate with appropriate federal, state, local, and non-governmental entities to develop DVE-specific key intelligence questions (KIQs) and standing information needs (SINs) for the State of Maryland.
  • Partner with other state, local and federal government agency outreach, liaison and investigative, liaison, outreach and training programs
  • Develop briefing and outreach materials supporting the mutual sharing of information and to include Suspicious Activity Reporting (SAR).

Continuing Education, Training and Conferences

  • Attend contemporary and continuing education/training opportunities supporting maintenance and advancement of analytical tradecraft and analytical systems and procedures.
  • Participate in and/or lead conference sessions related to DVE

Other duties as assigned

  • When needed staff the State Emergency Operations Center (SEOC) or other agency during an activation to provide a liaison between the MCAC and other state agencies in an event, incident, disaster, or exercise

Education: Baccalaureate degree or higher in sociology, psychology, criminal justice, law enforcement, business/public administration or a closely related field required. Master’s degree or higher in intelligence, communications, sociology, psychology, criminal justice, law enforcement, business/public administration or closely related field preferred.
Experience: Four years of criminal, terrorism or critical infrastructure analysis, investigative, law enforcement or emergency services /public health experience required. Five years of experience in conducting outreach, liaison, training, analysis and reporting that supports critical infrastructure and key resources security and protection preferred.
Required Knowledge, Skills and Abilities:

  • Knowledge of classified and open source research and data analysis methods and techniques
  • Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions in order to effectively solve crimes. Experience working with Arc GIS Mapping, Pen Link or i2 analytical software
  • Familiarity with statistical analysis using Microsoft Excel or SSPS software
  • Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint)
  • Ability to communicate effectively orally and in writing to a wide range and number of audiences
  • Experience working with federal, state and local law enforcement databases
  • Ability to work extended hours as necessary.
  • Knowledge of the Intelligence Cycle and Criminal Investigations
  • Knowledge in the collection, analyzing, and dissemination of criminal intelligence information
  • Ability to research a voluminous amount of databases to identify trends or patterns
  • Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations
  • Ability to effectively communicate both in oral and written form
  • Ability to understand and follow directives, instructions, and standard operating procedures
