University of Baltimore is Hiring a Remote Benefits and Recruitment Specialist (Soft Funded)

This is a regular fully-funded position with benefits that is tied to a project scheduled to run through 12/31/2024. Hybrid work and working less than full time is a possibility.

Reporting to the Assistant Director of Human Resources, this role performs duties in the benefits and recruitment areas of Human Resources and is responsible for administering employee benefits activities and benefit plan coordination. Performs various recruitment processes of the University, including posting, screening applications for staff vacancies and reviewing requests to extend offers in consultation with the Compensation and Recruitment Specialist.

Key Functions/Responsibilities/Tasks:

Benefits administration

Provide support with the day to day administration of group benefit programs including group health, dental, vision, life insurance, flexible spending plan and other various fringe benefit plans. Provide instruction to new hires on benefits enrollment with the State of Maryland SPS Workday system, assists employees with SPS log in process and answer general benefits questions. Enter new hire retirement plan selection in PeopleSoft prior to start date for PACS file.

Review and process employee Supplemental Retirement Account (SRA) forms following IRS contribution guidelines. Ensure timely processing of SRA applications with Central Payroll Bureau.

Develop communication tools to enhance employee understanding, use and appreciation of benefits and onboarding programs.

Benefits customer support

Run reports out of SPS Workday system to track open benefit events. Assist employees with qualifying event submissions and documentation requirements in SPS Workday. Provide troubleshooting support and submit service tickets when appropriate to the State Department of Benefits Management (DBM).

Recruitment support

Review and approve vacancy announcements before posting and advertising both on our website and through external sources. Manage communications with applicants, as needed. Screen incoming applications to ensure that they meet the minimum qualifications for the role. Provide troubleshooting support for search committees and applicants as they navigate PeopleSoft Candidate Gateway.

Recruitment offers and hires

Review requests to extend offers and ensure that selection documentation is complete before offers are extended. In consultation with the Compensation and Recruitment Specialist, make sure that the salary offered does not create issues with internal equity. Once an offer has been accepted, start the new hire process by entering the required data into Candidate Gateway and providing onboarding documentation to the hiring manager and new hire.

Recruitment metrics

Collect recruitment metrics so that the Compensation and Recruitment Specialist can report out on recruitment trends.

Required Education:
Bachelor’s degree in Human Resources, Business Administration, Counseling, Public Administration or related field that contributes to the incumbent’s performance success in the role.

Required Experience:
Two years of experience in employee benefits and recruitment and/or human resources administration.

Preferred Experience:
Experience in benefits, web / graphic design, or in higher ed environment.

Required Knowledge, Skills and Abilities:
Demonstrated knowledge of benefit programs and recruitment. Have practitioner-level knowledge of federal and state regulations related to benefits (ERISA, ACA, etc.) and recruitment (Title VII, FLSA, etc.) Have knowledge of payroll, and data processing. Demonstrated strong problem solving and communication skills. Well organized and confident, able to work independently but also a strong team player. Must possess strong customer service skills and the ability to maintain confidentiality. Knowledge of human resources procedures. Strong organizational, time and project management skills. Ability to perform varied and responsible assignments involving the use of initiative and independent judgment. Preferred: Knowledge of the University of Baltimore employee benefits program and administrative procedures preferred. Knowledge of UBalt payroll processes.
