Universal Service Administrative Company is Hiring a Senior HR Business Partner Near Washington, WA

Overview

As USAC continues to support universal service impacting health care providers, educators, and consumers, it is critical now more than ever that we hire people equally passionate and committed to helping fulfill our mission. We are currently seeking an experienced, dynamic and collaborative professional to serve as Senior HR Business Partner within our Human Resources Division. Reporting to the Senior Manager of Human Resources you will:

  • work in partnership with leaders, key stakeholders and HR colleagues to shape, develop and deliver HR plans and solutions in line with the needs and priorities of USAC. This role will operate as the departmental HR expert, to advise, guide and support staff and managers by providing high-level people management and development support across designated department and divisions.

Responsibilities

Working in a creative and fast-paced environment, the Senior HR Business Partner's responsibilities will include the following:

  • Provide HR Project Management leadership and analysis of various human resources programs and initiatives.
  • Support the Senior HR Manager and Chief HR Officer (CHRO) to achieve the HR team's strategic objectives, as set out in the HR Strategic Action Plan, by acting as the HR lead on a range of different projects and responsibilities.
  • Support the effective delivery of a higher performing HR service, through the further development of the HR Business Partners, ensuring that the high standards within the team are developed and maintained.
  • Analyze trends and metrics in partnership with the HR group to develop solutions, programs and policies.
  • Develop standard and ad hoc reports, templates, dashboards, scorecards and metrics.
  • Meet with management to discuss and clarify requests for projects, highlight issues and make recommendations to address issues and priorities.
  • Consult with line management, providing HR guidance.
  • Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partner with the Office of General Counsel as needed.
  • Work closely with management and employees to improve work relationships, build morale and increase productivity and retention.
  • Provide HR policy guidance and interpretation.
  • Identify training needs for business units and individual executive coaching needs.
  • Other specific duties as assigned.

About You

The successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Human Resources Division.

  • Bachelor Degree from an accredited university or institution and/or technical training and certifications
  • Five(5) to Seven (7) years of directly related experience.
  • One (1) to Two (2) years of operational and/or technical experience.
  • Experience resolving complex employee relations issues.
  • Experience reporting on projects/portfolios, developing process models, identifying metrics and developing management reports.
  • Strong understanding of project management principles and methodologies.
  • Highly skilled with Microsoft Office (Outlook, Excel, Vision and Powerpoint) and strong working knowledge of Microsoft Project.
  • Working knowledge of multiple human resources disciplines including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management and federal and state respective employment laws.

Certifications

  • PHR, SPHR, SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential or ability to obtain certification within one year of employment
  • Project Management Professional (PMP) strongly desired.

About USAC

Through its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs.

The FCC has reformed the USF to support further investment in and access to evolving broadband infrastructure, making the programs a primary vehicle to support this critical national priority. USAC, as the administrator of the USF, plays a critical role in supporting the ambitious vision to ensure that all citizens in the United States have access to high-speed broadband. The organization has approximately 500 employees with an operating budget of more than $200 million. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals.

USAC administers the USF programs—High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCC’s rules.

Universal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues. These contributions are most typically passed through to consumers through a universal service fee line item on their telephone bills.
