United States Army Futures Command is Hiring a Procurement Analyst Near Fort Detrick, MD

About the Position: US Army Medical Research Acquisition Activity (USAMRAA) is the contracting element of the U.S. Army Medical Research and Development Command (USAMRDC) and provides support to the Command Headquarters and its worldwide network of laboratories and medical logistics organizations.

Ft. Detrick is located in Frederick, MD, in the heart of Frederick County. It is located approximately an one hour drive from Washington, D.C., and Baltimore, MD, and adjoins Virginia, West Virginia, and Pennsylvania. Frederick County offers an array of experience: historic sites and museums; Civil War attractions; 90 National, State, County, and municipal parks; a zoo; minor league baseball; antique and mall shopping; and many fine restaurants and hotels. https://installation.detrick.army.mil/

USAMRAA is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-1102-03 payband is equivalent to the GS-11 step 1 to GS- 13 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENT for Procurement Analyst:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)
OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: (1) Reviewing acquisition documents for adherence to federal policies and regulations; (2) Conducting scheduled or ad-hoc reviews of established policies to ensure the efficiency and effectiveness of procurement operations; and (3) Advise internal and external stakeholders on acquisition policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
