United Nations is Hiring a HUMAN RESOURCES OFFICER, P3 [Temporary] Near New York, NY

This temporary position is located in the United Nations Development Coordination Office (UNDCO).

Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Human Resources Officers.)
General
  • Provides advice and support to managers and staff on human resources related matters.
  • Prepares special reports and participates and/or leads special human resources project.
  • Analyses recruitment data, gender and geo data .
  • Keeps abreast of developments in various areas of human resources.
Recruitment and placement
  • Prepares vacancy announcements, reviews applications, and provides a short-list to those offices.
  • Arranges and conducts interviews to select candidates.
  • Serves as ex-officio in appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies.
  • Prepares job offers for successful candidates.
  • Support the recruitment of non-staff capacity (UNV, interns, gratis-personnel etc)
  • Maintain all related recruitment data
  • Maintain recruitment Dashboard.-.
Administration of entitlements
  • Lead staff onboarding
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
  • Administers and provides advice on salary and related benefits, travel, and social security entitlements.
  • Determines and recommends benefits and entitlements for staff on the basis of contractual status.
  • Lead recruitment and reviews and recommends level of remuneration for consultants.
  • Administer all related entitlements of IC/CIC. Ensure application of policy provisions and maintain statistics on IC/CIC
Staff development and career support
  • Designs and manages sabbatical/external assistance schemes.
  • Provides advice on mobility and support internal reassignment programmes.
  • Support erformance management focal point and provide advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system
Other duties
  • Assists in preparing policy papers, position papers and briefing notes on issues related to Human resources.
  • Support the Talent acquisition officer in office outreach activities (gender, functional area and person with disabilities.
  • Support HR dashboard by provided support in collecting and organizing large data set.
Work implies frequent interaction with the following:
Staff at large
Applicants
Staff within work unit;
Human Resources Officers/Administrative Officers/Executive Officers in the Secretariat including the field missions
Counterparts in other UN agencies.
Results Expected: Applies expertise with respect to the full range of human resources management issues of the Department/Unit. Uses initiative to resolve problems and identifies exceptions. Adheres to applicable UN guidelines, policies and procedures while undertaking these duties.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human resources management, administration or related area is required.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

This temporary position is available through 31 October 2023, subject to availability of funding.
If a selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. United Nations Considerations
