United Community Health Centers is Hiring a HEALTH INFORMATION SYSTEMS (HIS) MANAGER Near Green Valley, AZ

Description

The Health Information Systems (HIS) Manager will be responsible to plan, lead and implement system analysis and design activities to assure the collection of primary data to match required indicators and those of interest; inputting of data into electronic format; integration of identified Health IT data sources, implementation of data quality standards, oversee Health IT systems development activities to support data analysis and modeling. He/She will work closely with staff leaders to agree on standards for shared data elements and oversee the design and development of tools that will facilitate data exchange between Health IT systems and address any gaps in data collection tools. Overall responsible for developing, planning, and implementing the digital, information services, managing and implementing technology to support in alignment with business and patient care operations. Performs multiple functional IT leadership responsibilities to streamline operational processes, prioritize multiple initiatives, determine process improvements, works with different leaders, and have comfort with ambiguity across rapidly changing technologies to ensure that up-to-date technology is implemented to support the organization’s goals. 

Essential Duties and Responsibilities 

  1.  Oversees the operation of the information technology department and consults with other C-level personnel on technology-related needs and purchasing decisions.
  2. Responsible for oversight of the EMR technology needs to ensure accomplishment of business and clinical goals for the use of information technology.
  3. Provides team leadership and development to ensure the team is able to apply industry best practices in IT Operations, Information Security, Interoperability and clinical system management.
  4. Overall responsibility to the organization to ensure the safeguarding and protection of its digital assets with specific emphasis on patient’s electronic Protected Health Information (ePHI.)
  5. Support the organization’s data driven decision making through analytics, reporting, analysis and data governance.
  6. Help determine if resources are needed to acquire and install new software or medical equipment.
  7. Provide support and leadership to continually improve quality such as Quality Improvement and Quality Initiatives
  8. Facilitate the testing and implementation of EMR modules and enhancements, and oversee education, compliance, and accountability of workflows within the departments.
  9. Responsible for initiation and maintenance of policy and procedures.
  10.  Development, facilitation, maintenance, implementation and documentation of Quality Management Systems.
  11. Configure, test, and train staff in added EMR modules, processes, upgrades, and patches.
  12. Responsible for the overall performance and integration of technology infrastructure and security, technology policies, staffing, training, evaluation, budgeting, and risk management.
  13. Implement directives to improve data quality through the use of improved standards including PCMH, FTCA, and UDS reporting.
  14.  Implement strategies to improve the use of health informatics data for clinical and program improvement.
  15.  Reviews and assesses Risk Management policies and protocols.
  16.  Partakes in daily identifying, evaluating and managing the risks that a company could encounter.
  17. Makes recommendations and implements modifications and improvements in regard to Risk Management activities.
  18.  Works with Quality Improvement Manager, COO, and Medical Director to oversee and monitor all daily operational Risk Management activities of the organization, including the Risk Management Plan and it’s progress.

Requirements

Minimum Qualifications (Knowledge, Skills, and Abilities)

1. In-depth knowledge of healthcare information systems, electronic health records (EHR), health information exchange (HIE)

2. Displays a strong understanding of healthcare operations and how the use of healthcare information technology supports patient care, administrative business functions and regulatory requirements.

3. Demonstrates knowledge and ensures adherence to all regulatory requirements under HIPAA.

4. Ability to effectively prioritize and execute tasks in a high-pressure/demand environment.

5. Demonstrated experience with project management and policy development.

6. Experience with systems design and development from business requirements analysis and workflow analysis.

7. Ability to communicate effectively with diverse constituents individually, in small groups, and in large venues.

licensure/certification

1. A Bachelor’s degree in Information Systems (IS), Information Technology (IT), or related degree, or an equivalent combination of education and experience.

2. 5 to 10 years related EMR and IT experience.

3. Current CPR certification.

4. Valid Arizona driver’s license.
