Unified Therapy Services is Hiring a HR Director (Part-time) Near Dubuque, IA

SUMMARY

The Human Resource Director is responsible for planning, implementing, and evaluating human resources policies, programs, and practices. Leads employee relations and ensures employees are qualified to conduct their job duties. Performs all duties associated with this position in addition to supervision of the HR Specialist (36 hours per week) and Administrative Assistant (40 hours per week).

Work hours to be determined. This position is not a remote position, it is on-site in Dubuque, IA. Routine visibility at all (4) clinics in Dubuque, IA and Lancaster, WI is an expectation. Unified Therapy is closed Friday afternoons, Saturday, Sunday and all major holidays.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Maintains the work structure by updating job requirements and job descriptions for all positions.
  • Oversees HR Specialist (HRS) in recruiting, selecting, making offers, orienting, and training employees. Analyzes recruiting efforts and identifies/coaches when adjustments need to be made
  • Ensures HRS completes all duties with confidentiality, thoroughness and timeliness.
  • Ensures smooth operations of the organization by assisting with writing policies and procedures and making suggestions to management and conducting research.
  • Completes HR duties seamless and without error by creating or updating procedures for all job tasks.
  • Provides oversight and supervision to HRS and AA ensuring tasks are completed accurately and timely. Develops HRS and AA skill set and trains as needed. Completes HRS and AA reviews and any performance action needed.
  • Reviews payroll template for correctness, adds in reimbursements, makes rate changes, makes changes to premiums or benefit banks as needed, and uploads payroll biweekly.
  • Assists with a pay plan by conducting periodic pay surveys and market analysis to make sure Unified Therapy remains competitive in their field.
  • Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; and counseling employees and supervisors.
  • Follows through or assists with Disciplinary Action as needed or requested by leadership team.
  • Implements employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; and designing and conducting educational programs on benefit programs.
  • Ensures legal compliance with employment laws federal and state by monitoring and implementing applicable human resource federal and state requirements, conducting investigations, maintaining records, and representing the organization.
  • Enforces management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Retains historical human resource records by designing a filing and retrieval system and keeping past and current records.
  • Cultivates professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
  • Promotes a positive work culture by being proactive and addresses issues that arise and coordinates with leadership for team building activities and ideas.
  • Manages HIPAA exposure by being the privacy officer and assists with the risk assessment.
  • Conducts annual HIPAA training.
  • Supervises the HRS and ensures completion, thoroughness, and timeliness of all associated duties are completed.
  • Manages employee personnel files and coordination of employee reviews and annual paperwork needed.
  • Ensures that all performance reviews are completed in a timely manner.
  • Ensures availability to staff by being onsite at varied locations as needed.
  • Assists with mentoring process and ongoing staff development.
  • Uphold all job duties with the utmost confidentiality.
  • Analyzes internal processes and recommends, assists in creating & implements procedural or policy changes to improve the efficiency of the operations and to comply with the requirements set forth by governing agencies as well as insurance companies.
  • Conducts research and promotes development of HR software system tracking to improve efficiencies.

QUALIFICATIONS

The ideal candidate will have 5-10 years of HR experience and the qualifications to lead the HR department without a corporate structure. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to effectively communicate with insurance companies about billing issues.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid drivers license. SHRM certification is a preferred qualification.

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions and moving mechanical parts. The noise level in the work environment is usually moderate.

The very nature of health care work indicates a potential exposure to communicable diseases. In addition you must be tolerant of working with patients who may be recovering from surgeries, illness, and burns/cuts (open wounds). Exposure to bodily fluids such as blood and urine are not uncommon in the outpatient therapy setting.
