Job Description and Duties

Under the administrative direction of the Deputy Executive Director (DED), the Equity Officer (EO) functions as a member of the Executive Management Team and serves as a program administrator overseeing the planning, organization, and coordination of work within the Administrative Services Division (ASD). In this capacity, the EO provides California Unemployment Insurance Appeals Board (CUIAB) with executive leadership and direction on a broad spectrum of policy and operational matters, including but not limited to:
  • Develops, implements, and maintains oversight of department wide policies. These include staffing and workforce planning policies, telework policies, reasonable accommodation policies, statewide overtime request/approval policies, hiring policies, Time Reporting System policies (time and attendance), language access and document translation policies, compliance with the Dymally-Alatorre Bilingual Services Act, compliance with Equity and Inclusion initiatives. Continuously pursues improvements to existing policies and procedures to better serve CUIAB.
  • Advises the Executive Director and DED on policy changes and updates resulting from Executive Orders, legislation, or control agency changes that impact the CUIAB. This includes revising policies and procedures due to these changes and develops procedures within the ASD to ensure compliance throughout the CUIAB.
  • Directs statewide language research to develop, implement, and expand policies to ensure that CUIAB remains compliant with the Dymally-Alatorre Bilingual Services Act and various statewide language and communication access initiatives.
  • Under administrative direction of the Executive Director and DED, develops and implements staffing and workforce policies for the CUIAB. This includes staffing and workforce planning.
  • As the Equity Officer, the EO plays a critical role in developing, implementing, and evaluating diversity, equity, and inclusion policies throughout CUIAB. Serves as a member of CUIAB’s Executive Management Team.
  • Provides reports to Executive Staff and Board Members and participates in Executive Management meetings and monthly public Board meetings.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

  • In this position, you would be responsible for managing and leading multi-disciplinary staff in a broad range of administrative subject areas. Provide examples from your work experience that demonstrate your ability to manage and lead core administrative services functions, including, but not limited to financial services, employee training and development, contracts and procurement, human resources, business services/facilities management, and policy and records management.
  • As the Equity Officer, you would be responsible for developing, implementing, and evaluating diversity, equity, and inclusion policies throughout CUIAB. Describe your experience fulfilling similar roles and responsibilities.
  • Describe a time you created a program for limited English proficient (including deaf and hard of hearing) information seekers, customers, and claimants. Provide examples of the top two challenges facing the limited English proficient information seeks, customers and claimants.
  • Many Language Access initiatives present overlapping issues that implicate the work handled by multiple teams within the department and across organizations. Describe your ability and experience in working across silos within an organization, or across departments or functional areas, to accomplish the goals of an initiative or project.
  • Describe a time that you led an effort to plan, organize, and direct language access efforts across a State-level Department or (entity of equivalent size). How did you ensure compliance with the Dymally-Alatorre Bilingual Services Act? What steps did you take to execute the effort? What would you do differently?

Examination Information

If you meet the requirements stated in this announcement, you may take this competitive examination.
