UCLA is Hiring a Power Plant Manager Near Los Angeles, CA

Under the broad direction of the Energy Services Director, the Energy Services Power Plant Manager will be responsible for overseeing the day-to-day operations of the cogeneration plant. The role requires a detailed focus on ensuring the production of electricity and thermal energy to meet the university's heating, cooling, and power requirements. As a cogeneration plant manager at UCLA, the job duties would encompass a range of responsibilities specific to managing a cogeneration facility within an educational institution.

1. Demonstrated ability to operate a large cogeneration plant including working knowledge of all phases of electrical, steam and chilled water distribution.

2. Oversee the day-to-day operation of the cogeneration plant, which involves coordinating the generation of electricity and the production of heat or steam. Monitor and adjust equipment, such as gas turbines, heat recovery steam generators, boilers, and distribution systems, to ensure optimal performance and energy efficiency.

3. Prepare and manage the cogeneration plant's budget, including forecasting expenses, tracking costs, and evaluating financial performance. Identify cost-saving opportunities, such as fuel procurement strategies, equipment upgrades, and energy market optimization.

4. Demonstrate strong negotiating and decision-making skills in dealing with challenges related to price setting, material acquisition, service and construction contracts, and employment agreements.

5. Working knowledge of the relevant codes related to power plants.

6. Working knowledge of steam generating and distribution equipment, i.e, high pressure steam boilers and piping auxiliaries and water treatment.

7. Skill in modifying or adapting a building's mechanical systems for optimum efficiency and economy of operation.

8. Utilize monitoring systems and data analysis tools to collect and analyze performance data of the cogeneration plant. Identify trends, evaluate operational metrics, and implement optimization strategies to enhance plant efficiency and performance.

9. Ensure the cogeneration plant operates in compliance with environmental regulations and sustainability initiatives. Implement emission monitoring and control measures to minimize environmental impact.

10. Skill in preparing written cost estimates for replacement, renewal, modification projects and budget status reports.

11. Detailed knowledge of control theories that are used in practice to control HVAC equipment, steam generating and distribution equipment, chilled water manufacturing & distribution equipment, compressed air systems, vacuum systems, process water and heating systems.

12. Regulatory Compliance and Reporting: Ensure compliance with local, state, and federal regulations related to energy generation, emissions, and safety. Prepare and submit required reports to regulatory agencies, including emissions reporting and compliance documentation.

13. Detailed knowledge of steam generating and distributing equipment, i.e., high pressure steam boilers and piping auxiliaries and water treatment.

14. Knowledge of methods, tools, equipment and materials of the electrical, pipefitting, plumbing and sheet metal trades sufficient to direct work, evaluate progress and ensure craft work assignments meet stated standards.

15. Skill in reading and interpreting technical documents or specifications related to mechanical air distribution systems, large capacity refrigeration systems, steam generating and distribution equipment, electrical, pipefitting, plumbing and sheet metal projects.

16. Skill in managing all administrative and technical aspects of construction and mechanical alteration projects.

17. Working knowledge of all phases of repair, construction and mechanical alteration work performed by skilled trades personnel.

18. Working knowledge of all phases of feasibility, engineering, design and development phase of a structures mechanical distribution systems.

19. Ability to write project specific plans to ensure the mechanical integrity of any distribution, large capacity refrigeration system.

20. Skill in implementing and monitoring a quality control program sufficient to meet established specification in the performance of preventive maintenance and mechanical alteration projects.

21. Ability to communicate effectively on a one-on-one basis or in group meetings to:
  • obtain information
  • explain policies, procedures, etc.
  • persuade others to accept or adopt a specific opinion, actions, etc.

22. Ability to organize information material and people in a systematic way in order to optimize efficiency and minimize duplication of effort in the process of completing projects.

23. Working knowledge of construction trade practices, codes and safety requirement sufficient to prepare work scopes, budget and schedules; address project related delays or disruptions; and bring closure within stated timeframes and guidelines.

24. Ability to read, interpret and draw conclusions from information generated by computerized reporting systems, tom monitor performance and trends, identify anomalies and ability to supervise all aspects of material handling to enhance productivity.

25. 10 years of experience in managing power plants.

26. Ability to work in various environmental conditions when conducting visual inspections of construction and operations, including areas containing noise, fumes and dust.
