U.S. Department of Justice is Hiring a Space Management Specialist Near Washington, DC

Summary
An FBI Space Management Specialist serves as the technical expert in obtaining and maintaining facilities/real property throughout the USA. They coordinate and direct the design, planning, construction, maintenance, and alteration of all GSA leased space for the FBI. Space Management Specialists make authoritative decisions which materially affect project costs concerning distribution of space, incorporation of special needs, such as security, fire/safety considerations, and other requirements.

Duties
GS-11:
Provides adequate housing for FBI personnel space needs including office, warehouse, storage, computer facilities, garage, photographic, facilities, and other types of specialized facilities; ensures adequate funding is available for the acquisition and renovation of space.
Develops space allocation standards for Headquarters Divisions, Field Offices, and Resident Agencies.
Monitors and ensures facilities lease document containing services and requirements are being met.
Liaises with top FBIHQ officials and General Services Administration (GSA) representatives both at the Headquarters level and the Regional Office level and on occasion with other Government agencies and private concerns.
GS-12, in addition to the above duties:
Serves as an expert Building Management Specialist responsible for processing space management projects which are at a high level of complexity and/or involve construction, renovation, major expansions, realignments, or relocations of offices.
Reviews furniture layout drawings and final Bill of Materials, and monitors delivery/installation of commercial office furniture.
Prepares detailed requests concerning proposed projects for submission to GSA, ensuring all necessary justification material is included and adheres with applicable Federal rules and regulations governing space acquisition processes.
Develops highly specialized requirements packages for projects which incorporate space, security, utility, emergency power, automotive, garage facility, and other types of special purpose space peculiar to the needs of the requesting office.
GS-13, in addition to the above duties.
Serves as subject matter expert on all aspects of a relocation to include (but not limited to) matters relative to furniture acquisition and transfer, telecommunications equipment, computers and associated systems as well as other technical equipment, and moving companies to be utilized. Independently resolves all issues/problems encountered during such a project.
Provides guidance, direction, and/or oversight of lower-level specialists regarding proposed relocation sites; performs personal reviews of proposed relocation sites. Reviews and approves all correspondence relating to the relocation before release.
Conducts extensive on-site surveys of proposed relocation properties to determine actual space requirements; researches available funding; and determines personnel needs and the impact of other program areas on proposed projects. Provides input to supervisor and/or higher level management concerning conclusions reached from survey results.
Provides guidance and direction to Headquarters Divisions and Field Office personnel concerning lease management. Ensures proper procedures are being followed with regard to such items as oversight of lease contracts, utility bill verification, assignment and utilization of space, proper maintenance of reports concerning periodic building inspections, and the like.

Qualifications
GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level:
Experience researching, reviewing, and making final decisions on highly complex and difficult space management matters.
Experience coordinating and directing FBI programs concerning the acquisition, release, construction, renovation, repair, and improvement of FBI space holdings, as well as office relocations.
Experience with project management pertaining to design, construction, cost, schedule, and risk.
Experience making immediate decisions affecting both monetary considerations and project direction.
GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level:
Experience conducting detailed surveys and analyzing the results to determine the feasibility of proceeding with the project.
Experience evaluating proposals, with statistical practices, presented by lessors or contractors to ensure estimates are reasonable.
Experience initiating, developing, planning, and participating in training seminars.
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level:
Experience developing and/or participating in producing functional floor plans incorporating highly specialized space, security, utility, and other requirements and/or serving as an advisor to architectural/engineering firms for the preparation of such plans.
Experience making authoritative decisions which materially affect project costs concerning distribution of space, incorporation of special needs, such as security and fire/safety considerations.
Experience attending meetings with officials from FBI Field Offices, GSA, architects, engineers, contractors, and lessors to discuss construction progress and provide recommendations and alternative solutions to problem situations.
Education
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
