This position is located in the Investigative Data and Analysis Unit of the Expert Analysis Group (EAG), of the Executive Office (EXO), Antitrust Division (Division), Department of Justice (DOJ or Department). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission.
Within EXO, EAG is one of the world's leading venues for developing and applying economic and other expertise to real world questions of competition. EAG is comprised of the Economic Litigation Section (ELS), Economic Policy Section (EPS), Economic Regulatory Section (ERS), Technology Policy Unit (TPU), and Investigative Data and Analysis Unit (IDAU). These constituent organizations are responsible for providing a broad range of expertise to support investigations, litigation, and policy. In particular, IDAU is charged with advancing the frontiers of EAG's data and technology capabilities through specialized infrastructure, tools, and expertise, and bringing those capabilities to bear across EAG's portfolio of empirical work.
As a IT Specialist (DATAMGMT), responsibilities of this position will include, but are not limited to:
Proactively forecasting specialized needs (e.g., natural language processing and machine learning) and works cross-functionally and cross-organizationally to develop solution concepts to enhance EAG preparedness.
Serving as a recognized authority on all areas related to data and enabling technologies. Such areas include Python, R, SQL, cloud platforms
(e.g., Microsoft Azure), data warehousing technologies (e.g., Spark, Databricks), container technologies (e.g., Docker, Kubernetes), extract-transform-load pipelines, and other areas relevant to handling data at scale.
Exercising broad authority and responsibility for administrative and management policies, strategic planning, and program operations.
Overseeing the design, deployment, maintenance, and enhancement of data and related IT capabilities essential for supporting critical EAG and Division priorities, in collaboration with TD, Justice Management Division (JMD), and others as appropriate.
Developing long-range programs, plans, and strategies to facilitate accomplishment of EAG and IDAU objectives.
Identifying and proposes performance measures relative to IDAU operations to establish realistic performance targets.
Justifying and defends the resources necessary to provide first-rate technical capabilities to stakeholders, while maintaining compliance with policies and regulations.
Managing the staff's work to proactively resolve resource needs, performance concerns, and other issues.
Assigning staff to active investigation and litigation matters, based on the technical complexity of the data processing and engineering needs.
Maintaining a broad and diverse set of external relationships with industry, civil society, and other governmental agencies to inform and advance EAG's data and technical priorities.
Representing EAG and the Division in conferences, workshops, interagency fora, and bilateral engagements.

DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
This position is ineligible for inclusion in a bargaining unit.
This is a full-time, permanent supervisory appointment in the competitive service, subject to a one-year supervisory probation period in accordance with 5 C.F.R. 315.904

Qualifications
To qualify for the position of Information Technology Specialist (DATAMGMT), you must meet the Basic Qualification Requirements AND possess the required Specialized Experience specific to the series and grade listed below. This experience must be identified in your resume.
Basic Requirements:
Attention to Detail - Is thorough when planning, developing, and carrying out vital tasks in managing IT projects and other IT business functions;
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; AND,
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 grade level or equivalent in private/public sector that includes the following duties:
Experience with developing, strategic approaches and solutions in order to resolve the most complex and unprecedented data & IT
architecture issues and problems;
Experience with applying knowledge of information management systems, data engineering, and applied data science theories, principles, concepts, and practices to develop and apply new theories, concepts, principles, standards, methods, and controls;
Experience using data warehousing technologies (e.g., Databricks, Spark) in cloud environments (e.g., Azure, AWS) to handle data at scale; and
Experience with working in a integrated team environment among various team members and plan and organize work by effectively formulating strategies, tactics, and action plans to achieve result.
Education
