All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.
QualificationsTo qualify, applicant must meet the BASIC REQUIREMENTS of the position:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
  • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In addition to meeting the basic requirements listed above, applicants must have specialized experience as identified below.
At the GS-09: In addition to meeting the Basic Requirement above, applicants must possess at least one year of specialized experience equivalent to at least the GS-07 level in the federal service. Examples of specialized experience include:
Applicant must have experience in at least three of the areas below, under supervision:
  • Supporting systematic training design using adult learning theory and instructional design principles and strategies
  • Leveraging technology to design and develop modernized instructional products and performance support solutions
  • Developing a course using Articulate Storyline (or similar eLearning authoring tool)
  • Evaluating training effectiveness using various methodologies
  • Conducting quality assurance of learning products
  • Supporting analyses to identify appropriate learning interventions
  • Participating as an effective project team member by meeting deadlines, successfully completing tasks, and communicating with all participants
  • Preparing and presenting briefs/reports to a wide range of stakeholders
  • Knowledge of accessibility requirements (e.g., Section 508)
OR at least one of the following if using education to qualify at this grade level:
  • Have a master's or equivalent graduate degree, OR
  • 2 full years of progressively higher-level graduate education, if related; OR
  • A law degree such as an LL.B. or J.D, if related; OR
  • A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level.
At the GS-11: In addition to meeting the basic education requirements above, applicants must possess one year of specialized experience equivalent to the GS-09 level. Examples of specialized experience include:
Applicant must have experience in at least four of the areas below, under minimal supervision:
  • Supporting systematic training design using adult learning theory and instructional design principles and strategies
  • Leveraging technology to design and develop modernized instructional products and performance support solutions
  • Developing a course using Articulate Storyline (or similar eLearning authoring tool)
  • Evaluating training effectiveness using various methodologies
  • Conducting quality assurance of learning products
  • Supporting analyses to identify appropriate learning interventions
  • Participating as an effective project team member by meeting deadlines, successfully completing tasks, and communicating with all participants
  • Preparing and presenting briefs/reports to a wide range of stakeholders
  • Knowledge of accessibility requirements (e.g., Section 508)
OR at least one of the following if using education to qualify at this grade level:
  • Have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree
  • Ph.D.
  • Equivalent doctoral degree
  • Possess a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. The total percentages must equal at least 100 percent to qualify at that grade level.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
This position does have a positive education requirement. If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
You are required to submit your unofficial college transcripts from an appropriately accredited educational institution in order to document completion of the educational requirements for this position. The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade and number of credits earned. Official transcripts will be required if selected prior to establishing an entrance on duty date.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
