U.S Committee for Refugees & Immigrants is Hiring an Assistant Director Near Sacramento, CA

U.S. Committee for Refugee and Immigrants (USCRI) Rayo de Luz program is dedicated to providing unaccompanied minors who are pregnant or parenting, ages 0-18, with a supportive, nurturing environment in a residential shelter, daily education Monday - Friday, and supportive wrap-around services in Sacramento, CA. Our program is rooted in ensuring that service delivery is trauma-informed, culturally appropriate, and tailored to the needs of each child while maintaining all program requirements of ORR. 

OVERVIEW 

The Assistant Director oversees day to day operations and provision of services to minors at the Shelter. The incumbent is responsible for supervising the Lead Youth Care Specialists, the Teachers, the Lead Housekeeping, and Security Officers. The incumbent is responsible for the implementation and development of efficient processes, effective oversight, the provision of operational support and assistance on difficult cases or as otherwise required. This position will ensure that youth are always supervised and are provided with proper recreational activities; security measures are in place. This Assistant Director will ensure youth’s safety, well-being and overall stability while in care.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Supervise staff and take responsibilities for shelter environment including programming and conflict management initiatives;
  • Schedule, supervise and evaluate staff daily to ensure appropriate coverage and supervision, as well as documenting all meetings involving staff; 
  • Supervise youth’s participation in care, recreation and other activities
  • Develop corrective action plans related to DCF and ORR/DUCO to address identified areas needing improvement and work collaboratively with staff to implement solutions; 
  • Train staff on topics related to ORR’s Policy Guide and the Manual of Procedures as well as USCRI rules, policy and procedures including critical incident reporting, notification procedures, trauma informed approaches and positive behavioral interventions and ensure employee attendance at trainings/workshops as needed; 
  • Participate in the selection and screening of applicants for employment to assure positions are filled in a timely manner, and new staff orientation program; 
  • Assist with tracking/development of goals and benchmarks for the program and assist with identifying trends related to but not limited to staff turnover, staff training needs, and clients service needs 
  • Stay up to date on California License standards related to shelter, post release and home study services 
  • Responsible for managing the implementation and ongoing compliance with the Interim Final Rule (IFR) standards on preventing, detecting, and responding to sexual abuse and sexual harassment; 
  • Work closely with site director and PO team to create written policies and procedures that provide a safe, structured, and productive environment that meet federal and state guidelines; 
  • Ensure that all members of the team are actively functioning in accordance with the standards 
  • Respond to all ORR and PSA Coordinator requests;

POSITION REQUIREMENTS 

  • Bachelor’s degree in Education, Psychology, Sociology, or other relevant behavioral science plus five years of experience in child welfare administration or child protective services;
  • Minimum of 2 years of supervisory experience;
  • Must pass a criminal background, child abuse and neglect registry clearance and other screening requirements including health assessment, Tuberculosis test and drugs test; 
  • Valid state issued driver’s license and auto insurance is required; 
  • Possess or be able to obtain CPR and basic first aid certification; 
  • Proficiency in Microsoft Office required;
  • Exceptional time management and attention to detail; 
  • Strong leadership skills and ability to effectively lead and manage a team and serve as an example for racial, ethnic, culturally sensitive and competent care and treatment of children and staff giving special attention to bias reduction, and the needs of LGBTQIA youth.
  • Support a trauma-informed approach and therapeutic learning environment when interacting with youth;
  • Support all functions that attain and maintain accreditation and compliance with regulatory agencies;
  • Ability to work under pressure and remain calm and composed under stressful situations;
  • Ability to work collaboratively with staff, residents, service providers and others; 
  • Ability to evaluate/interpret information and make good and independent judgements or decisions; and 
  • Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information and an appreciation of a multicultural workplace.
  • Must be fully COVID vaccinated; Must provide be able to provide proof of vaccination.

TRAINING REQUIREMENTS

  • Satisfactory completion of USCRI’s Orientation and Training; 
  • Satisfactory completion of annual mandatory training; and
  • Complete additional training as identified by supervisor, Program Director or Human Resources. 

PHYSICAL DEMANDS

  • Use of manual dexterity, tactile, visual, and audio acuity; 
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands; 
  • Occasional lifting (up to 50 pounds), bending, pulling, and carrying; and 
  • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
