TULSA HEALTH DEPARTMENT is Hiring a Manager II, Clinical Services-Tuberculosis Near Central, OK

Responsible for the overall operation and administration of the Tulsa Health Department’s Tuberculosis program including providing management of clinical activities including collaborating with laboratory services, supervision and consultation to TB Nurse Case Mangers; evaluating and directing tasks and daily responsibilities; assisting in the development of staff professional skills and developing collaborative relationships with other community partners and health and human service providers, including the Oklahoma State Department of Health Tuberculosis Program.The following functions represent the majority of the duties performed by the position but are not meant to be all-inclusive or prevent other duties from being assigned when necessary.
ESSENTIAL JOB FUNCTIONS (100% of Time):
1. Responsible for oversight and management of clinical services and program budget, program contracts and deliverables.
2. Provides teaching and coaching in preventive health techniques and provides professional expertise, technical assistance and training to nurses, ancillary staff, and occasionally to nursing students, ensuring compliance with THD’s policy and procedures and program’s alignment with THD’s vision, mission, and goals.
3. Coordinates services with physicians, other health care providers, and social service agencies for education and/or health planning to provide efficient and comprehensive health care to clients.
4. Conducts Performance Management Process (PMP) evaluations of staff and appropriate Performance Improvement Plans and/or Disciplinary Action(s) as needed; establishes individual performance goals for employees; supervises performance; counsels them on performance effectiveness and efficiency; and organizes daily activities of the programs to meet objectives.
5. Oversees the ordering, inventory, and supplies of medications and clinic supplies. Recommends and approves the purchase of supplies and equipment for clinics. Requests necessary equipment repair and replacement.
6. Prepares reports and maintains necessary records.
7. Interviews clients and obtains client health history in order to perform appropriate screenings and treatment according to Physician Approved Protocols, makes appropriate referrals to other departments within THD; community agencies and clinics; follows up on referrals, prepares reports, maintains and updates procedures and protocols, and maintains necessary records of cases assigned and actions taken.
8. Collaborates with the Associate Director to prepare and submit information for the annual budget, monthly reports, the program review, and development of the strategic plan,

Maintains contact with the OSDH program consultants; requests assistance when necessary and ensures that all state and federal mandates are observed; maintains program-specific procedures manuals, and updates as new directives are issued; and ensures staff awareness and compliance with same through appropriate consultation and training.
10. Conducts chart audits to meet program requirements and to ensure compliance of standards of care and to identify training needs.
11. Interviews applicants for vacant positions; makes hiring and termination recommendations to Associate Director, Office of Preventive Health Services; provides employees with performance plans and evaluations in accordance with THD policies and procedures; provides new employees with an orientation.
12. Complete required training in support of the duties and responsibilities of this position.
13. Other duties as assigned including those required to fulfill activities in support of public health emergency operations.Education: Bachelor’s degree required in nursing. Master’s degree in nursing or public health preferred.
Experience: Five years of experience as a professional nurse is required, with at least one to two years of experience in a management or consultant role in public health, community health or equivalent.

Licenses: Possession of a valid Oklahoma license as a Registered Nurse as approved by the Oklahoma Board of Nursing or a registered Nurse License recognized by the Enhanced Nurse Licensure Compact (eNLC).
INTERNAL AND EXTERNAL WORKING RELATIONSHIPS:
Frequent internal and external contact with physicians, nurses, laboratory personnel, other THD staff, and outside agencies to exchange information to coordinate care, referrals, and programs for clients.
Must interact professionally with the general public and community partners. Occasional media interviews as the subject matter expert for program topics.
PHYSICAL EFFORT:
Physical effort may be required to move chairs and equipment for particular clinics and for loading/unloading supplies weighing up to approximately 30 pounds. Occasional physical effort is required in assisting heavy patients during physical examinations.
This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Requires stooping, bending, and squatting while retrieving files. Repetitive hand and arm movement related to computer and telephone operation and medical examinations. Reaching, grasping, talking, hearing, and visual acuity are required to effectively work in this role. Sitting and standing for an extended period of time may be required.
SUPERVISORY RESPONSIBILITY/ACCOUNTABILITY:
Direct Supervision – Public Health nurses and auxiliary support staff.
Indirect Supervision – None.
Budget/Money/Material – Responsible for creating and maintaining program budget; responsible for assigned computer and software.
Reports to – Associate Director, Preventive Health Services.
Work Location – On-site
WORKING CONDITIONS:
Regular exposure to communicable diseases, contaminated blood, and other body fluids during the course specimen collection for laboratory analysis. Interaction with occasional emotional or disruptive clients.
SPECIAL REQUIREMENTS:
• Must maintain THD record confidentiality according to HIPAA regulations.
• Must possess the ability and willingness to perform job-related travel.
FLSA Status: Exempt.
