TULSA HEALTH DEPARTMENT is Hiring a Manager, Clinical Services- FP, AH, STI Near Central, OK

Primarily responsible for managing the Family Planning, Adult Health, and Sexually Transmitted Infections (STI) Program staff of the Tulsa Health Department, providing clinical direction, coordination, and management of clinical activities including collaborating with laboratory services. Assisting in the development of staff professional skills and developing collaborative relationships with community partners and health and human service providers including the OSDH Grant contract monitors.meant to be all-inclusive or prevent other duties from being assigned when necessary:
ESSENTIAL JOB FUNCTIONS (100% of Time):
1. Responsible for oversight and management of program grants, the Family Planning program, Adult Health program, and STI program grant deliverables and program budgets.
2. Provides oversight and instructions to Family Planning, Adult Health, and STI staff to ensure compliance to the grants, the Physician Approved Protocols and program’s policies and procedures.
3. Interviews applicants for vacant positions; makes hiring and termination recommendations to Associate Director, Preventive Health Services; provides employees with performance plans and evaluations in accordance with THD policies and procedures; provides new employees with an orientation.
4. Conducts Performance Management Process (PMP) evaluations of staff and appropriate Performance Improvement Plans and/or Disciplinary Action(s) as needed; establishes individual performance goals for employees; supervises performance; counsels them on performance effectiveness and efficiency; and organizes daily activities of the programs to meet objectives.
5. Oversees the ordering, inventory, and supplies of medications and clinic supplies. Requests necessary equipment repair and replacement
6. Provides teaching and coaching in preventive health techniques and provides professional expertise, technical assistance, and training to nurses, ancillary staff, and occasionally to nursing students ensuring compliance with THD’s policy and procedures and program’s alignment with THD’s vision, mission and goals.
7. Collaborates with the Associate Director to prepare and submit information for the annual budget, monthly reports, the program review, and development of the strategic plan.
8. Coordinates services with physicians, APRNs, other health care providers, and social service agencies for education and/or health planning to provide efficient and comprehensive health care to clients.
9. Conducts chart audits to meet Oklahoma State Department of Health (OSDH) program requirements and to ensure compliance of standards of care and to identify training needs.
10. Interviews clients and obtains client health history in order to perform appropriate screenings and treatment according to Physician Approved Protocols, makes appropriate referrals to other departments within THD; community agencies and clinics; follows up on referrals, prepares reports, maintains and updates procedures and protocols, and maintains necessary records of cases assigned and actions taken.
11. Maintains contact with the OSDH program consultants; requests assistance when necessary and ensures that all state and federal mandates are observed; maintains program-specific procedures manuals, and updates as new directives are issued; and ensures staff awareness and compliance with same thorough appropriate consultation and training.
12. Completes required training in support of the duties and responsibilities of this position.
13. Other duties as assigned including those required to fulfill activities in support of public health emergency operations.Education: Bachelor’s degree required in nursing plus a master’s degree in nursing or public health, or APRN preferred.
Experience: Five years of experience as a professional registered nurse required with at least one - two years of experience as a supervisor, manager, or consultant role in public health, community health or equivalent.

Licenses: Possession of a valid Oklahoma license as a Registered Nurse as approved by the Oklahoma Board of Nursing or, Registered Nurse License recognized by the Enhanced Nurse Licensure Compact (eNLC).INTERNAL AND EXTERNAL WORKING RELATIONSHIPS:
• Frequent internal and external contact with physicians, APRNs, nurses, laboratory personnel, other THD staff, and outside agencies to exchange information in order to coordinate care, referrals, and programs for clients.
• Additional external contact with patients to gather and provide health care information, and to give advice and counseling.
• Must interact professionally with the general public in civic and private organizational settings.
• Occasional media interviews as the subject matter expert for program topics.
SUPERVISORY RESPONSIBILITY/ACCOUNTABILITY:
Direct Supervision – Provides direct supervision to Advance Practice Registered Nurses, Public Health Nurses, Licensed Practical Nurses, Clinical and Clerical Supervisors clerical and interpreter staff.
In-Direct Supervision – None.
Budget/Money/Material – Responsible for creating and maintaining program budget; responsible for assigned computer and software.
Reports to – Associate Director, Preventive Health Services.
WORKING CONDITIONS:
Potential exposure to communicable infections, blood, and other bodily fluids. High volume and fast paced public health clinic.
PHYSICAL REQUIREMENTS:
Occasionally physical effort is required to assist heavy clients during physical examinations. Physical effort may be required to move chairs and equipment weighing up to approximately 30 lbs. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Lifts materials, boxes of records, and equipment weighing up to 25-30 pounds; stooping, bending, and squatting while retrieving files. Repetitive hand and arm movement related to computer and telephone operation and medical examinations. Reaching, grasping, talking, hearing, and visual acuity are required to effectively work in this role. Sitting and standing for an extended period of time may be required.
SPECIAL REQUIREMENTS:
• Must maintain THD record confidentiality according to HIPAA regulations.
• Must possess ability and willingness to perform job-related travel.
FLSA Status: Exempt.
