Summary

The Payroll Manager is a key member of the HR Team who leads, oversees and directs the organization’s inhouse payroll process and corresponding procedures, ensuring compliance with all laws and tax obligations, leading the payroll team, and maintaining accurate payroll records. This individual is responsible for the completion of the payroll journal entry and ensuring that the General Ledger accurately reflects the payroll and filing of all federal, state and local payroll taxes. The Payroll Manager ensures the team is compliant with all wage garnishment orders.

Duties and Responsibilities

  • Supervise and lead the accurate and timely completion of organization’s payroll processing.
  • Supervise and lead the accurate and timely preparation of all federal, state and local tax withholding returns, adhering to the respective statutory deadlines.
  • Responsible for filing quarterly and annual Federal returns, to include the 941, 940 and 8027.
  • Supervise and lead the accurate and timely completion of payroll journal entries and general ledger account reconciliations. Handles all payroll related questions from the Accounting and Finance teams.
  • Responsible to fully understand all compensation plans and practices in addition to all Federal, State and Local Wage and Hour laws to ensure team members are properly paid.
  • Creates, analyzes, and updates various audit reports used for troubleshooting the PeopleSoft payroll system for errors.
  • Creates, analyzes and troubleshoots all payroll related questions and issues that may arise.
  • Reviews, tests and implements software delivered tax updates for compliance and accuracy as directed. After installation in the production environment, continues to audit process output, and report any errors discovered. Manages resolution of any identified issues.
  • Responsible for researching and incorporating any changes in individual state garnishment & child support laws to ensure compliance.
  • Responsible for researching and incorporating any new tax law requirements.
  • Performs special studies, analysis and recommendations on payroll issues as needed.
  • Responsible to lead and develop direct reports.
  • Assists location and district managers with pay problem resolution.
  • Responsible for keeping department procedures documented in accordance with SOX requirements and compliance.
  • Participates in transitioning and incorporating newly acquired locations/team members into the organization. This includes set up of new tax locations in PeopleSoft, contacting new tax authorities to determine accurate withholding, and includes testing and verifying data as well as training managers in payroll procedures.
  • Provides backup to payroll administrators as needed.

Qualifications

  • Associate’s degree or equivalent payroll training, experience and education required.
  • Certified Payroll Professional (CPP) preferred.
  • 7 years of payroll processing experience preferred.
  • 5 years payroll tax filing experience preferred.
  • Minimum of 5 years’ experience managing payroll professionals preferred.
  • Multistate payroll experience preferred.
  • New HCM implementation experience preferred.
  • Advanced level of proficiency using Excel preferred.
  • Ability to apply critical thinking and use judgement interpreting data.
  • Strong interpersonal skills and excellent customer service.
  • Excellent verbal and written communication skills.
  • Previous hands-on work experience with an HCM system such as PeopleSoft is preferred.
