**This job posting is for a Capital Area Metropolitan Planning Organization (CAMPO) POSITION and is being hosted on Cary's site for the purposes of accepting applications to be provided to CAMPO. An applicant that may be hired for this, or any CAMPO position, will be a CAMPO employee located at CAMPO's Fenton offices in Cary, NC. Cary only provides certain limited administrative services to CAMPO employees, including health and welfare and other benefits.**
The Capital Area Metropolitan Planning Organization (MPO) is responsible for regional long-range transportation planning for the rapidly growing region in the Raleigh, NC urban area. The MPO recently adopted a new strategic plan to help guide our region’s transportation program through the next several years. The Capital Area MPO (CAMPO) works at the heart of identifying, planning, and implementing those improvements.
This position will perform regional multi-modal transportation planning. This job may supervise subordinate staff and/or be expected to lead teams of staff and provide direction and supervision related to the management of specific projects. Work is performed under the general supervision of a Deputy Director.
This position is based out of the CAMPO offices. This position may be eligible for partial telework schedule after the successful completion of an initial probationary period.
 
 Anticipated Hiring Range:
 $78,873 – $89,440
  • Conducts advanced planning and technical analysis work on a variety of multi-modal planning studies 
  • Conducts research, reports and develops recommendations on policy, land use and transportation issues 
  • Manages planning studies, including procurement and management of consulting teams, internal, and external teams 
  • Develop and implement reliable tools for regional technical analysis 
  • Lead short-range and long-range studies and review recommendations for projects, including freight, ITS, roadway, bicycle, pedestrian, transit and rail
  • Participates in Air Quality Conformity process
  • Assembles, monitors, and evaluates performance measurement data and communicating results to stakeholders
  • Analyze and report on data from travel forecasting, traffic analysis, travel demand modeling or other technical analysis 
  • Prepare for and attend meetings for policy boards, technical boards and committees, and other meetings with local, state, regional and federal staff and officials 
  • Prepare and deliver presentations of technical material in a clear and meaningful way through written and oral communication techniques for a variety of audiences 
  • Conduct and support public engagement activities, including survey development and analysis, conducting interviews or focus groups, developing and supporting in-person and online engagement activities to solicit meaningful feedback that will inform project outcomes 
  • Manage a portfolio of TIP projects, including monitoring project development activities, ensuring adherence to regional long range adopted plans, and coordinating with local and state officials on project details 
  • Represent the MPO on various stakeholder or technical groups or committees 
  • Develops informational materials, presentations, and reports
  • Performs other duties as assigned
Ability to work under pressure on several projects simultaneously and within time constraints; ability to analyze a problem and make independent judgments without close supervision; ability to analyze technical information, policies, and ordinances; ability to perform independent research and develop recommendations; ability to communicate effectively both orally and in writing; ability to supervise other personnel in a project coordination role; ability to deal effectively with the general public; ability to adapt to changing technology.
Any combination of education and experience equivalent to a graduation from a four-year college or university with a bachelor's degree in planning, transportation, engineering, geography, or a related field and at least five years (extensive) experience for in planning, transportation, engineering, geography or a related field.
Master's degree and AICP certification is preferred.
Preference will be given to candidates with experience in MS office, ArcGIS, and TransCAD.
CONDITIONS OF CAMPO EMPLOYMENT:
 
Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
 
 Requires a valid driver's license with an acceptable driving record.
 
 PHYSICAL REQUIREMENTS:
 
The work in this class is generally sedentary and is typically performed indoors. An employee must be able to move throughout facilities freely to perform or observe work. An employee must have visual acuity to be able to read and write handwritten and typewritten materials, including being able to view a computer screen. An employee must have the ability to work safely in and around traffic and active construction sites. An employee must be able to talk and hear in order to communicate and respond to the public and other employees.
