Town of Bar Harbor is Hiring a Maintenance Worker Near Bar Harbor, ME

OVERVIEW

The Maintenance Worker A, B and C positions primarily serve the Highway, Parks and Recreation, and Transfer Station work areas of the Public Works Department. Individual employees are assigned to a primary work area; however, employees may be re-assigned on a temporary basis by the Public Works Director, or designee, if needed to aid in the Public Works Department’s ability to achieve its mission and to serve the needs of the Town of Bar Harbor.

The three positions are distinguished according to driver’s license classification:

· Maintenance Worker A must have a valid State of Maine Commercial Driver’s License (CDL).

· Maintenance Worker B - must have a valid State of Maine Commercial Driver’s License (CDL).

· Maintenance Worker C - must have a valid State of Maine Driver’s License.

These positions are also eligible for additional pay to perform the duties of the Safety Coordinator and Assistant Safety Coordinator roles as outlined herein.

These positions are subject to the random drug and alcohol testing program implemented by the Town. Employees are expected to abide by all safety policies, procedures and programs; and to perform work at the direction of their immediate supervisor.

HIGHWAY & PARKS and RECREATION WORK AREAS

RESPONSIBLE TO

These positions are responsible to the Highway Foreman > Highway Superintendent > Public Works Director.

GENERAL RESPONSIBILITY

The primary responsibility of the position is to support all manners of operation and maintenance of the highway and parks and recreation facilities. For general understanding of the job requirements, the highway and parks and recreation work areas generally include all roads; sidewalks; drainage networks; fleet; public right-of-way; signage; buildings and grounds; parking lots; leaf and metal piles; trash cans; parks and recreation facilities; cemeteries; trees; comfort stations; beaches; boat ramps and launches; benches; parking meters; special projects; and special events. The work consists of, but is not limited to, manual labor, operation of lighter equipment (e.g., sweeper, sidewalk plow, vibratory machine, chain saw, leaf blower, trap rake, etc.); operation of heavy (“non-articulated” for Maintenance Worker B and “articulated” for Maintenance Worker A) trucks for hauling, snow plowing, and snow removal.

SPECIFIC JOB RESPONSIBILITIES

The following duties are customarily required:

· To follow the operation and maintenance procedures, and standard operating procedures (SOPs) set forth by the Highway Foreman, Highway Superintendent and/or Public Works Director.

· To operate and provide routine maintenance on assigned trucks and/or equipment for which the employee is qualified and holds the appropriate valid operation documents required by law.

· To perform the operational and maintenance work on all roads; sidewalks; drainage networks; fleet; public right-of-way; buildings and grounds; parking lots; leaf and metal piles; trash cans; parks and recreation facilities; cemeteries; trees; comfort stations; beaches; boat ramps and launches; benches; parking meters; special projects; and special events as directed by the Highway Foreman.

· To empty the Town’s trash cans located primarily in the downtown area, but also located in out of town areas.

· To perform custodial duties as required.

· To abide by all federal, state and local safety rules and regulations.

· To follow safe work practices and to work safely around other Town employees and the public.

· To keep the Highway Foreman advised of all problems, solutions and recommendations.

· To Maintain harmonious relations with co-workers, other Town employees and the public.

· To perform all other duties as directed by the Highway Foreman.

KNOWLEDGE, SKILLS AND ABILITIES

1. Demonstrated proficiency in the operation of heavy-duty trucks and other equipment used in the construction trades.

2. Demonstrated proficiency in construction field.

3. Sufficient communications skills to maintain good relations with the general public and co-workers.

4. Be familiar with and adhere to good safety practices

TOOLS AND EQUIPMENT USED:

Motorized vehicles and equipment, including dump truck, pick-up truck and all manner of public works vehicles and equipment.

SAFETY COORDINATOR AND ASSISTANT SAFETY COORDINATOR ROLES

SAFETY CULTURE

In order to foster a “safety culture” within the Public Works Department where all employees are aware and safety conscious, two new roles are being offered to Highway and Transfer Station employees. The goal is to develop safety-oriented mindset, skills and knowledge amongst all employees within the public works department and as such, all employees will have the opportunity to perform the Safety Coordinator and Assistant Safety Coordinator Roles.

The Safety Coordinator is responsible to the Highway Superintendent and Public Works Director. The Assistant Safety Coordinator is responsible to the Highway Superintendent and Public Works Director.

SAFETY COORDINATOR AND ASSISTANT SAFETY COORDINATOR ROLEs

· Maintenance Workers A, B and C are eligible for the Safety Coordinator and the Assistant Safety Coordinator roles.

· The Safety Coordinator (SC) and Assistant Safety Coordinator (ASC) are assigned by the Public Works Director for a .

· This SC role is responsible to develop, enhance and maintain compliance with Maine Department of Labor (DOL) safety rules and regulations, and Occupational Health and Safety Standards (OSHA). The SC is responsible for the entire safety program, including but not limited to establishing safety procedures, developing Job Safety Analysis (JSA) and Task Hazard Analysis (TSA) for elements of the work, holding safety talks, maintaining program logs, scheduling internal and external training, and coordinating program elements with other designated SCs and ASCs within public works.

· The ASC will work together and at the direction of the SC to implement the duties outlined above in a collaborative manner to maintain or enhance the established safety program.

· The SC and ASC will participate in a quarterly public works safety meeting.

· The employee filling the SC role will train the ASC to take over the SC role of the safety program at the completion of their assigned term.

LICENSES AND QUALIFICATIONS

Maintenance Worker A, B and C:

· High school graduate.

· Have a clean driving record.

· Satisfactory completion of background examination, physical examination and drug testing.

· Three years’ experience in the operation and routine maintenance of heavy-duty trucks.

· Three years’ experience in the construction or related trades.

· Physical ability to lift 70 pounds.

· Be familiar with Occupational Safety and Health Administration (OSHA) and other safety regulations that are associated with the trade.

Maintenance Worker A:

· Has a valid State of Maine Class A Commercial Driver’s License (CDL).

Maintenance Worker B:

· Has a valid State of Maine Class B Commercial Driver’s License (CDL).

Maintenance Worker C:

· Has a valid State of Maine Driver’s License.

PHYSICAL DEMANDS:

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

During snow operations, the employee is required to handle long work hours with limited time off.

WORK ENVIRONMENT:

While performing the duties of this position, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally is exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

The noise level in the work environment is often loud.
