About the Position:

TJFACT is seeking to hire an experienced and highly qualified Executive Secretary/Subject Matter Expert (Nanotechnology) to join our NNCO (National Nanotechnology Coordination Office) team in the Washington, DC area.

This position within the NNCO will serve as the primary technical support and coordination for the NSTC Subcommittee(s). This individual will have the opportunity to shape and experience the impact of the nation’s coordinated research and development activities across many fields, disciplines, and application areas by participating in broad, high-level policy discussions and helping to manage high-visibility interagency projects.

Duties and Responsibilities:

  • Leads the coordination of activities in support of NSTC Subcommittee work, serves as the Executive Secretary, and provides similar functions for informal interest groups.
  • Assists group co-chairs in scheduling and organizing meetings, including development and distribution of meeting handouts and minutes; maintains the official records of the Subcommittee; provides scientific support in organizing meetings, conference calls, workshops, and other activities.
  • Facilitates document development in close collaboration with leadership; edit and produce documents and reports such as national strategic plans and Supplements to the President's Budget to the high standards of accuracy and quality required.
  • Interfaces with the NNCO and NITRD NCO leadership and staff, engages in coordination office led activities, and updates relevant NSTC Subcommittee agency representatives to identify and leverage opportunities for collaboration on areas of common interest.
  • Demonstrates flexibility in managing multiple, and sometimes tight, deadlines. Collaborates with leadership and colleagues to ensure that documents are compelling, engaging, and technically accurate.
  • Demonstrates knowledge of different content and publishing requirements for reports, strategies, and brochures.
  • Provides technical analysis, prepares reviews of the literature, and develops summaries or analysis of meetings and/or reports as requested by Federal leaders.
  • Monitors scientific and industry publications to maintain awareness of developments in the fields.
  • Maintains awareness of interagency and individual agency activities related to the successful execution of projects.
  • Assists Federal leaders in maintaining close contact with representatives from across the Federal Government, encouraging and enhancing participation and interagency cooperation.
  • Assists in the leading of projects and teams focused on specific topics that reflect national priorities.

Required Skills and Experience:

  • U.S. Citizenship.
  • Bachelor’s degree and minimum seven (7) years’ relevant experience required, which may include roles in scientific research, science policy, science/technical writing, or other experiences that demonstrate translatable skills.
  • Proficiency in document production software including Microsoft Word and Adobe Acrobat and demonstrated publication management experience.
  • Top-quality editorial skills, for structure, content, and clarity, as well as grammar and spelling.
  • Familiarity with document accessibility requirements associated with Section 508 and tools and techniques to develop 508-compliant documents.
  • Familiarity with the scientific field, and of the functioning of the U.S. Government.
  • Demonstrated high-level analytical and writing skills.
  • Exceptional organizational and exquisite attention to detail.
  • Extensive project and meetings management experience.
  • Demonstrated ability to work independently and in collaborative teams.
  • Strong communication skills, team player, and interpersonal skills.
  • Demonstrated creative thinker and quick learner.

Preferred Skills and Experience:

  • Master's degree and ten (10) years of relevant experience, which may include roles in scientific research, science policy, science/technical writing, or other experiences that demonstrate translatable skills.
  • Extensive knowledge and understanding of the scientific field, and of the functioning of the U.S. Government, particularly the Executive Branch.
  • Experience developing large, multi-faceted, high-profile reports and strategic plans.
  • Experience coordinating activities across a multitude of high-level stakeholders from different organizations.
