TMB, Inc has an exciting opportunity for a Ship's Sr. Systems Subject Matter Expert to support Team Ships Front Office (TSFO).

Responsibilities

  • The contractor shall provide on-demand timely professional support services to the Flag Officer, and PEO Ships Futures Director.
  • The requirement is for a proven Ship’s Subject Matter Expert who possesses strong analytics and strategic thinking skills.
  • Possess excellent senior leader (Flag / SES) briefing skills.
  • Possess analytical ability to assess requirements, lay out task steps and execute planning & preparations for senior leader World Class Shipbuilding related trips and foreign leader visits.
  • Facilitate document releasability and foreign disclosure reviews with Public Affairs, Foreign Disclosure and Security points of contact.
  • Produce correspondence, briefings, info/point Papers and reports tasked by PEO Ships Front Office team in support of World Class Shipbuilding effort.
  • Review draft correspondence, briefings, info/point Papers and reports produced by others, as tasked by PEO Ships Front Office team in support of World Class Shipbuilding effort. Provide constructive feedback / input to improve products.
  • Develop Courses of Action (COAs) with backup rationale for senior leader decision making.
  • Conduct coordinated liaison with the U.S. Maritime Administration (MARAD) on U.S. commercial shipbuilding and areas of potential PEO Ships collaboration.
  • Establish rapport and conduct coordination with Navy International Programs Office (NIPO) staff on World Class Shipbuilding efforts, as required.
  • Establish rapport and conduct coordination with Navy Pentagon Staff (OPNAV / DASN Ships) in support of World Class Shipbuilding efforts, as required.
  • Develop talking points for PEO Ships senior leaders in preparation for their World Class Shipbuilding related exchanges.
  • Conduct coordinated liaison with First Marine International (FMI), who provide specialist consultancy services to shipyards and the wider marine industry. Leverage their in-depth knowledge of the maritime markets, shipyard operations, international best practice and performance levels in support of the PEO Ships World Class Shipbuilding effort.
  • Conduct independent research and professional engagement to stay informed on developments in the U.S. and world-wide shipbuilding, marine industry, national maritime/naval strategies and industrial strategies.
  • Conduct research on “World Class” or “High-Performing” organizations, how to recognize and assess them (e.g. Baldridge Performance Excellence / Baldrige Excellence Framework, European Foundation for Quality Management (EFQM) / EFQM Excellence Model, others), identify government and industry examples of “world class” performance, and assist PEO Ships senior leadership in understanding how these approaches apply in the PEO Ships World Class Shipbuilding effort.
  • Keep abreast of official Navy & DoD policy, strategy and senior leader initiatives that relate to PEO Ships World Class Shipbuilding related efforts.
  • Participate in visits by Foreign Partners as tasked by PEO Ships.
  • Coordinate Action Items related to PEO Ships World Class Shipbuilding efforts with allied country staff members, ensuring common understanding of the intent and desired outcomes of those items.
  • Experience in engaging international partners on the topics of maritime security, ship acquisition, naval system development, or naval operations.
  • Shall provide senior-level experience in coordinating official visits, establishing strategic objectives for engagements, and developing presentations and reports to executive Navy leadership.
  • Firsthand experience in US Navy operations and program management is preferred.
  • Senior personnel shall be able to accomplish independent research of trends in maritime markets, geopolitics, and naval acquisition.
  • Conduct background research on foreign shipbuilding industry and foreign government naval ship acquisition organizations (and processes) in preparation for international visits by PEO Ships.

Qualifications

  • Bachelor’s degree OR equivalent U.S. military service experience.
  • 10-20 years of Experience in DOD Analyst Support to include Flag Level Strategy Planning, Communication Approaches, Brief Development, Knowledge Management, and Process Improvement.
  • Excellent oral and written communication skills, with proven ability to communicate effectively with senior military and civilian leadership (i.e.: Flag level and SES Level).
  • Proactive and excellent customer service with management experience.
  • Be creative, poised, and flexible.
  • Proven ability to prioritize rapidly changing tasks and assignments.
  • Ability to work well both independently, in teams, and remotely.
  • Must be a United States citizen.
  • Must possess an active DOD Secret security clearance.
  • Proficiency using the Microsoft Office suite including Word, Excel, and PowerPoint.
  • Outstanding verbal and written communications skills.
  • Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
  • Ability to travel reasonable distances (up to ½ mile one way) to meet with customers or other company personnel in the execution of job functions.
  • Ability to lift and carry up to 25 pounds in order to carry a laptop, notebooks, papers, binders and other tools and equipment required in the execution of job functions
