Toho Water Authority is Hiring a GIS Manager Near Kissimmee, FL

Toho Water Authority is seeking a highly skilled GIS Manager with demonstrated successful leadership experience to lead the GIS team in leveraging geographic information systems (GIS), applications, software, and programs to drive our organization forward. This role requires exceptional and collaborative leadership skills along with a deep understanding of GIS applications, programs, and business processes. The successful candidate is able to translate highly technical information when interacting with stakeholders and will seek continual improvement feedback needed to implement successful change management strategies This role is responsible for handling and driving the most complex tasks, problem-solving, providing expertise and guidance, and tactfully mediating challenging and unexpected problems involving multiple stakeholders and departments to develop solutions and resolve challenges.
This role is responsible for overseeing all aspects of GIS operations and leading the development and implementation of GIS strategies and initiatives to support the efficient management of water and sewer collection systems infrastructure. This position leads a team of developers and GIS specialists to deliver support and actionable intelligence to various departments within Toho. This person will collaborate with stakeholders and develop and implement effective, successful strategies that support Toho’s strategic plan goals and objectives. The GIS Manager collaboratively implements new technology, tools, systems, and programs to support various functions while ensuring the efficient execution of projects and programs. Responsibilities include complex GIS assessment, business and workplan development and implementation, leading special projects and initiatives, oversight, delivery, and process improvement of solutions to support Toho.

  1. Keeps the Toho Promise at the forefront of decision making and action; builds strategic and collaborative relationships in a way that builds confidence and instills trust; provides excellent customer service in achieving objectives and implementing innovative solutions to challenges. 
  2. Leads and develops a team of developers and GIS specialists, provides guidance, support, and mentorship to foster high performance and professional development.
  3. Oversees the collection, integration, and maintenance of spatial data along with accurate and reliable GIS data related to water infrastructure including pipelines, treatment facilities, distribution networks, lift stations, and pump stations.
  4. Leads quality control, analysis, and modeling to derive actionable insights that drive operational efficiency, decisions, and growth.
  5. Project Management: Leads GIS-related projects, including system upgrades, data migrations, and integration with other enterprise systems, ensuring projects are completed on time and within budget.
  6. Cross-Functional Collaboration: Collaborates with cross-functional teams including engineering, operations, compliance, and IT departments to integrate GIS into business processes and improve operational efficiencies. Provides information to support data-informed decisions.
  7. Leads development of high-quality maps and visualizations to communicate complex spatial data to stakeholders including internal teams, regulatory agencies, and the public.
  8. Develops business case assessments to evaluate opportunities and match business needs with resources while utilizing a cost-efficient approach.
  9. Manages GIS budget; analyzes staffing and operational needs; monitors and approves purchases and GIS contracts; prepares reports, summaries, and presentations.
  10. Geospatial Intelligence: Utilizes GIS technology and spatial analysis to understand market trends and efficiency opportunities.
  11. Compliance: Ensures data privacy and regulatory compliance when handling and storing sensitive location data.
  12. Develops, implements, and improves organization-wide GIS training programs tailored to a variety of audiences.
  13. Collaborates regularly with departments and stakeholders to establish goals and timelines for projects, financial planning, and contracts management. Establishes and maintains strong relationships with key stakeholders, both internal and external, to understand their needs, provide strategic advice, and influence decision-making processes.
14. Prepares and presents reports, information, and analysis to stakeholders, highlighting achievements, challenges, and recommendations.
15. All other duties as assigned. Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:
  1. Bachelor’s degree in GIS, Engineering, Public Administration, Data Science or closely related field.
  2. A minimum of 7 years of experience in GIS that is supplemented with at least 5 years of progressive supervisory experience. 
  3. Proven experience in developing and implementing GIS programs along with new business solutions and systems implementation. 
  4. Must possess and maintain a valid State of Florida Class E Driver's License. 
DESIRABLE QUALIFICATIONS:
  • Proven experience leading cross-functional teams and excellent project management skills.
  • Excellent communication and interpersonal skills with the ability to effectively collaborate with stakeholders at all levels.
  • Proficiency in GIS software (e.g., ArcGIS) and data analytics tools (e.g., Python, R).
  • Excellent communication and data visualization skills. Strong ability to translate highly technical information to stakeholders and audiences.
  • Strong problem-solving abilities with a results-oriented, cohesive team mindset.
  • Strong ability to collaboratively implement input-based process improvements and new technology with cross-functional teams.
  • Ability to work in a fast-paced environment, manage multiple priorities, and meet deadlines.
  • Excellent analytical and problem-solving abilities with a keen attention to detail and timely follow-through.
  • Strong knowledge of work order systems, applications, system integration, and GIS developing teams.
  • Strong knowledge of ESRI and programs server requirements.
  • Knowledge of water utility operations and regulatory requirements is a plus.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
