JOB DESCRIPTION:
The Contracts Manager - Pricing Specialist will be responsible for overseeing the contractual aspects of our business, with a particular focus on developing pricing strategies for proposals. This role requires a deep understanding of cost estimation, financial analysis, and government procurement regulations to ensure that our proposals meet both competitive market standards and compliance requirements. The individual will work closely with project managers, finance, and compliance teams to ensure that all contracts are executed in accordance with company policies, legal requirements, and customer specifications.
ROLES AND RESPONSIBILITIES
Lead the development of pricing strategies and cost proposals in collaboration with the proposal team, ensuring alignment with technical, management, and compliance aspects.
Analyze Requests for Proposals (RFPs) to determine cost requirements and ensure that all pricing proposals comply with the solicitation requirements and company policies.
Coordinate with various departments, including finance, legal, and technical teams, to gather cost data and develop pricing models.
Oversee the preparation, negotiation, and review of contracts, ensuring that all financial terms and conditions are accurately captured.
Provide training and guidance to proposal and project teams on cost-related matters and pricing strategies.
Develop and maintain pricing tools, databases, and historical pricing data to support proposal efforts.
Participate in pricing reviews with upper management and make recommendations on bid/no-bid decisions based on financial competitiveness.
Manage contract modifications, including the negotiation of changes in price, terms, and conditions.
Ensure compliance with government regulations, including the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS).
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Bachelor's degree in Business Administration, Finance, Accounting, or a related field. An advanced degree is preferred.
A minimum of three years of experience in contract management with a strong focus on pricing and cost analysis in the government contracting sector.
Demonstrated expertise in developing complex pricing models and conducting financial analysis.
Proficient in the use of pricing software and advanced Excel skills.
Excellent communication, negotiation, and analytical skills.
Certification in Contract Management (e.g., CPCM, CFCM) and/or Pricing (e.g., CPP) is highly desirable.
