JOB SUMMARY

JOB SUMMARY

The Human Resources Specialist performs intermediate-level professional, technical and administrative work involving a variety of specialty areas in public human resources administration within the Department of Human Resources. Specialized assignments include the areas of recruitment and onboarding, benefits administration, performance management, employee relations, policy implementation and administration, employment law compliance, and human resources recordkeeping. Reports to the Director of Human Resources on all human resources matters.

ESSENTIAL FUNCTIONS

  • Assists the Department of Human Resources by greeting and assisting employees, applicants, vendors, elected officials and the general public in a courteous and professional manner.
  • Understands the importance of maintaining discretion and confidentiality relating to employees and the Town.
  • Keeps employee records up-to-date by processing employee status changes in a timely manner. Assists Director of Human Resources in preparing employee change forms related to employment events, pay rate and payroll deduction changes, etc., obtains proper approvals, and communicate to Town Administration.
  • Responsible for processing payroll. Experience with Paycor, Paylocity, ADP, Ceridian preferred
  • Prepares and maintains employment records securely and in accordance with legal requirements. Maintains recordkeeping compliance through auditing, scanning, storing, and discarding files as appropriate. Maintains employee confidence and protects operations in keeping employee data and information secure, confidential and in compliance with HIPAA requirements.
  • May participate in recruiting process by attending job fairs, preparing and disseminating internal and external job postings on the Town’s bulletin boards/website and recruiting websites/newspapers. May assist in screening and distributing applications and resumes to hiring managers, performs telephone screens, schedules and participates in personal interviews, and completes reference checks.
  • Administers the hiring process by communicating contingent job offers, preparing conditional offer letters, coordinating hiring physicals and drug screens and criminal background checks/CPS clearances, finalizing hire decision and start date.
  • Conducts all new hire and benefit orientations and ensures completion, collection and distribution of all required employment benefit paperwork.
  • Serves as the benefits coordinator for the Town of Elkton group health, life and disability benefits program, retirement plans, COBRA administration, employee assistance program, IRC Section 125/Premium Conversion Plan and all other benefits. Processes plan enrollments and changes with service providers. Assists employees with any benefit issues or concerns, and communicates with service providers on program administrative matters and service issues. Participates in the planning and implementation of the annual open enrollment of the group benefits program.
  • Responds to employee and management requests for information, forms and policy guidance. Reports any employee relations matters of concern to Director of Human Resources.
  • Assists the Director of Human Resources in recommending new approaches, policies, and procedures to effect continual improvements in efficiency and performance of department and services. Assists Director of Human Resources in developing and disseminating employee handbook updates.
  • Assists the Director of Human Resources in carrying out employee and management training initiatives.
  • Administers FMLA notice requirements and maintains FMLA leave tracking log, initiates and follows up on disability claims and other insurance claim notices.
  • Maybe requested by the Director of Human Resources to assist in administration of disciplinary process, performance improvement plans, and performance review program as needed. Generates management notices regarding completion of employee performance evaluations.
  • Coordinates and administers all employee recognition programs (employee birthday acknowledgment, milestone service anniversaries, employee of the quarter award program), and employee newsletters.
  • Assists in completion and distribution of federal/state compliance reporting including ACA Reporting, Medicare D notices, OSHA logs/summary, Medicare secondary payer, SBC’s, notice of credible coverage, etc.
  • Completes verifications of employment for current and former employees.
  • Assists Director of Human Resources in administering the Random Drug Testing Program.
  • Completes First Report of Injury (FROI) reporting to workers’ compensation carrier, completes prescription and wage statement forms, distributes accident investigation forms to managers for completion, and assists managers and employees with claims questions.
  • Maybe requested to participate in and/or attends unemployment and workers’ compensation hearings. Assists in responding to unemployment claim notices.
  • Represents Department of Human Resources at weekly Directors’ Meeting in the absence of the Director of Human Resources.
  • Works occasional overtime as required and authorized by supervisor.

ADDITIONAL RESPONSIBILITIES

  • Provides back up coverage for the Director of Human Resources.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to listen to, distinguish important elements of verbal information, and convey communications to proper person(s).
  • Develop and maintain positive working relationships with internal and external employees and visitors. Relates well and exhibits a professional manner in dealing with others and maintains a constructive working relationship.
  • Excellent telephone and oral communication skills.
  • Effective written communication proficiency with excellent spelling and grammar. Attention to detail in composing, typing and proofing materials.
  • Must be able to gather and analyze information skillfully.
  • Ability to manage multiple tasks/projects simultaneously, meet time deadlines, organize workload and establish priorities with minimal supervision.
  • Detail oriented and highly organized; high initiative and problem-solving ability; thorough follow-up/follow-through ability.
  • Ability to read and understand technical information related to human resources regulations and best practices.
  • High level of interpersonal skills to handle sensitive and confidential situations and documentation.
  • Ability to operate most standard office equipment and computer systems.
  • Maintains a valid driver’s license and good driving record. Ability to perform occasional business-related travel.
  • Willingness/ability to work hours outside of regular work schedule to meet business needs.
  • Physical requirements that include typical office environment. Sitting for extended periods of time. Occasionally required to stand, walk, and reach with arms and hands. Ability to lift files, open filing cabinets and bend, stoop or kneel as necessary. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds. Performing telephone and/or computer work for extended periods of time. Vision abilities required by this job include close vision.
  • Ability to pass physical exams, drug screens, and background checks.
TRAINING, EDUCATION AND EXPERIENCE
  • Bachelor’s degree in human resources, business management, or a related field preferred
  • A minimum of 3-4 years of increasingly responsible human resources administrative/technical/ professional experience involving several specialty areas of Human Resources
  • Strong working knowledge of employment laws, welfare benefit plan regulatory compliance, and employee relations best practices.
  • Experience with human resources information and payroll systems (Paycor, Paylocity, ADP preferred)
  • Proficient in Microsoft Office suite (Word, Excel, PowerPoint, Outlook).
