Summary:
Perform accounting and auditing functions and Merit Rating procedures in the Contributions Section, Department of Employment Security relating to the accurate maintenance of employer accounts in accordance with the New Hampshire Unemployment Compensation Law.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree
54 Months of additional relevant experience = Master's degree
MINIMUM QUALIFICATIONS:
Education: Associate's degree from a recognized college or university with major study in accounting, business, economics, finance, computer information systems or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Three years' experience in accounting or auditing work. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: None required.
Responsibilities:
Audit, evaluate and maintain merit rating data and procedures, as needed on the yearly cycle, as well as daily for Successor/Acquisition transactions to assure the transfer of experience has been accurately updated and has assigned the proper tax and penalty rates. Calculate and assign appropriate employer experience for partial transfer of workforce to assure accurate tax rate assignment
Adjust and verify employers' accounts to enable the Status Unit to complete the termination of activity on accounts no longer liable in the State of NH. Verify that the systems procedures have responded appropriately during the reactivation or change of subjectivity of employers' accounts so accurate tax rate information is updated and corresponds to the ledger statement.
Audit, verify and process Employer Tax and Wage Reports as considered necessary to maintain timely filing. Verify batch data; remittances and entries made by data control clerks to assure accurate nightly posting of employers' accounts.
Communicate with employers to answer inquiries and resolve problems related to the tax provisions of the law, and answers inquiries from employers regarding tax rates, tax rate calculations and methods, reasons for rate loss penalties, and balances due on accounts. Research employers' prior experience to provide correct tax rate information to assist field auditors in their employer audits. Responds to field auditor inquiries regarding employer rates.
Assist with the adjustments of employers' accounts once verification has been made confirming inaccurate reporting. Prepare documentation and correspondence notifying the employer of the discrepancies. Communicate, when necessary, with the employer giving explanation of excess wage calculation or wages added not previously reported but discovered due to a claim.
Analyze, interpret and evaluate requested scans from OIT to verify the integrity of NHACTS and determine that the information provided by the Contributions Section is accurate as regulated by NH Employment Security laws. Performs testing of job related screens to assist OIT personnel.
Assist in the preparation of requests from the Legal Department for Summary Statements of Account, Tax Assessments and Jeopardy Assessments.
Prepare proof of credit when requested by the Internal Revenue Service or employer and prepare Certificates of Good Standing, upon request.
Adjust rates and removes rate loss penalties to comply with mandates as set forth by the administrative hearing committee, which has the authority to compromise taxes and tax rate penalties.
