PAYROLL CLERK

The State of New Hampshire, Department of Safety, Division of Administration, has a full-time vacancy for Payroll Officer I, SOC Title 43-3050 PAYROLL CLERKS-1, which has a 37.5 hour work week and is considered non-exempt.

SUMMARY:
Processes and verifies payroll transactions to ensure accuracy of bi-weekly check processing. Monitors leave usage, overtime, benefit payments, deductions and other items that affect paychecks.

36 Months of additional relevant experience = Bachelor's degree

MINIMUM QUALIFICATIONS:
Education: Associate's degree from a recognized college with a major in business administration, accounting, human resources or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Two years of experience in human resources, auditing, business or accounting with at least one year in a payroll section. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification:Nonerequired.
SPECIAL REQUIREMENTS: Selected candidate will undergo a fingerprint based background check and motor vehicle check in order to ensure suitability for exposure to confidential information.
PREFERRED QUALIFICATIONS: Experience with NH FIRST.
RESPONSIBILITIES:
Processes payroll transactions using NH FIRST to ensure tasks are completed by deadlines established by the payroll calendar.
Runs system generated reports to query payroll records. Compiles appropriate documentation and develops spreadsheets for supervisor review to support adjustments necessary to resolve payroll and leave issues. Maintains accurate records and follows all compliance guidelines for document retention.
Reviews payroll records for accuracy and adherence to respective rules and collective bargaining agreements. Communicates with supervisors, employees and other business partners through email, telephone, or in-person to resolve payroll and leave related issues and performs audits when necessary.
Processes reimbursements for in-state mileage, dry cleaning, and other negotiated benefits under the collective bargaining agreements each pay period.
Tracks and reviews employee leave of absence hours (FMLA, Workers’ Compensation, ADA or Leave without Pay). Notifies employees on leave of missed benefit premium payments. Processes Memo of Payments (MOP’s) for approved workers’ compensation claims and provides wage schedules to the third-party vendor for new claims when necessary.
Performs transactions in NH First to update employee records in relation to new hires, accounting strings, direct deposit, leave status, and terminations/retirements; updates internal trackers as needed.
Assists with preparing stop-payment requests on incorrect or improperly processed checks as required. Requests manual checks when necessary.
Receives employee income verification requests from financial institutions, compiles applicable information requested and responds in a timely manner.
