The State of New Hampshire, Department of Environmental Services, Waste Management Division, Oil Remediation & Compliance Bureau has a full time vacancy for an AST Facility Inspector

Summary:
Plans, coordinates, and conducts detailed operational compliance inspections of regulated aboveground petroleum storage tank facilities to determine the level of compliance with all applicable state statutes and administrative rules and evaluates potential environmental impacts.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree
54 Months of additional relevant experience = Master's degree
MINIMUM QUALIFICATION:
Education: Bachelor’s degree from a recognized college or university with major study in a related environmental science. Each additional year of approved formal education may be substituted for one year required work experience.
Experience: Four years’ experience as an Environmentalist or in the area of water quality control, geology, or storage tank design.
LICENSE/ CERTIFICATION: A valid driver’s license is required in order to perform field assignments .
Responsibilities:
· Conducts inspections of regulated aboveground petroleum storage tank facilities in order to determine the level of compliance with all applicable regulatory requirements, to evaluate potential impacts to the environment, and to determine oil cleanup fund eligibility in the event of a spill.
· Conducts follow-up actions as required for non-compliant facilities to ensure that compliance is achieved in a timely manner and initiates enforcement action if compliance is not achieved.
· Investigates the activities of petroleum transporters to ensure that petroleum deliveries and cargo truck loading operations are conducted properly and that gasoline cargo trucks are equipped with the proper vapor recovery equipment pursuant to applicable regulatory requirements.
· Plans and coordinates inspections of petroleum storage tank facilities as a matter of periodic inspections, complaint response, emergency response, or to determine the oil cleanup fund eligibility of a facility.
· Provides technical assistance and educational outreach to facility owners, municipal, state and federal agencies, business and industry organizations, contractors and consultants, and the general public in all forums.
· Maintains a working knowledge of all statutes, administrative rules, federal regulations, technical publications, codes, standards, and agency forms pertaining to aboveground storage tank facilities, cargo trucks, contaminated site management, petroleum cleanup reimbursement funds, and best management practices for groundwater protection.
· Maintains a working knowledge of the use and upkeep of hand-held and office computer hardware and software, remote printers, power converters, digital cameras, assigned vehicles, and hand tools required to access tank system components.
· Trains and provides supervision to new inspectors in all of the above accountabilities.
· Continually seek to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
