The State of New Hampshire, Department of Transportation, Bureau of Highway Design, has a full-time vacancy for a Highway Safety Program Manager.
Summary:
Manages the administrative and federal reporting aspects of the agency’s highway safety program in order to reduce traffic crashes, deaths, injuries, economic losses, and property damage on the roadways in the State of New Hampshire.

18 Months of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized college or university with major study in safety, management, administration, economics, law enforcement, political science, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Seven years’ experience in a public or private agency concerned with highway safety, highway transportation enforcement, or a related field. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must possess a valid driver’s license. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.
SPECIAL REQUIREMENTS: Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information. All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations, and administrative orders.

Considerable knowledge of the principles of administrative work. General knowledge of current literature in specialized field of work. Ability to write technical information. Responsibilities:
Utilizes and maintains knowledge of federal laws, rules, and regulations to analyze and determine the appropriate use of highway safety funds in compliance with the Federal Highway Administration (FHWA) Highway Safety Improvement Program (HSIP), which governs the administration of a state’s federally funded highway safety program.
Collaborates with the Department of Safety, Office of Highway Safety to identify opportunities for joint highway safety activities in order to optimize highway safety funding available through the FHWA and the National Highway Traffic Safety Administration (NHTSA).
Articulate and disseminate New Hampshire’s highway safety program objectives, rules, and regulations to various internal and external entities, large and small, public, or private to effectively achieve the agency’s short- and long-term goals.
Develop highway safety and crash (incident and severity) reduction targets detailing countermeasures to increase highway safety to support the agency’s continued access to federal highway safety funding.
Regularly monitor allocation reporting of flexible federal highway safety funds and subsequent approval of funds to applicants to make determinations of approvals, denials, or areas of potential concern.
Supervises the agency’s highway safety geographic information services (GIS) and data analysis resources, insuring staff is provided with appropriate training and resources.
Develops the agency’s Highway Safety Improvement Program annual report for submission to the FHWA, along with other highway safety related reports, such as a summary for the agency’s annual report to the General Court.
Directly supervises the work of subordinate staff by assigning tasks and reviewing work products for accuracy and productivity. Evaluates the work performance of subordinate employees at least once per year, including assessing training needs for the purpose of staff development. Recommends hiring and termination of employees and discipline of staff, including solving personnel problems and implementing corrective measures.
Represents the agency’s highway safety program at various state, federal, and national meetings concerned with highway safety. Participates in committees and community activities to promote Office of Highway Safety initiatives.
