Business and Financial Operations Analyst

Job Description:

ISA is seeking Business and Financial Management Operations Analyst to join our Advisory Finance Team which provides consulting and advisory services to Department of Defense (DoD) customers. Our projects require dynamic individuals who is proficient in federal government financial management (preferably includes DoD experience) and possess skills in quantitative analyses of program information or financial data, budget estimation, regulatory conformance management, strategic thinking, solutions development, business process improvement, policy research, and technical writing.

  • If this position is listed as onsite, you'll work with colleagues and clients in person, as needed for the specific role. (This is the ISA standard/preferred work model.)
  • If this position is remote, you'll primarily work as a remote employee, but may periodically work from an ISA or client site facility. (This working model is only used when a position cannot otherwise be filled with onsite personnel and is allowable by client requirements. This work model is offered as required only.


Responsibilities:

Responsibilities include conducting detailed reviews of financial management processes, reporting inefficiencies or misalignments with current policies, initiatives, or directives; and introducing process improvements or enhancements to increase efficiencies within the organization. The Business Operations Analyst must be able to extract and synthesize complex multi-source information to prepare briefings, read-ahead and other materials for corporate and strategic DoD leadership. The analyst must understand, and in some cases be proficient using, military services and/or DoD Financial Management systems and processes, Microsoft Office applications and ability to independently develop material using these applications. May gather and interpret financial data and develop recommendations and reports for management. Candidates must possess strong written and oral communication skills and able to easily interact with senior-level directors and/or agency heads and develop recommendations and reports for management.

The following skills are required:

  • Support USTRANSCOM's roles and responsibilities related to Internal Controls over Financial Reporting (ICOFR), Internal Controls over Financial Systems (ICOFS), Internal Controls over Operations (ICO) and the full financial statement audit and any support to the Department of Defense (DoD) Consolidated Audit by integrating and coordinating all activities needed.
  • Provide functional expertise related to researching, pinpointing, and resolving auditability issues between transportation and financial systems and/or processes
  • Experience supporting the management multi-million-dollar portfolios consisting of multiple funding sources and appropriations.
  • Must be able to forecast, monitor, track and analyze program execution rates.
  • Identify and report funding trends and make recommendations when necessary to ensure execution is on track to meet established goals.

Experience with multiple appropriations including O&M, RDT&E, and Procurement, and with financial systems including ORACLE based systems such as DAI, DEAMS, GFEBS, as well as EBAS, EDA, WAWF, IRMA-I preferred, but not required.

  • Outstanding analytical, contract interpretation skills. Prior legal or policy experience in interpreting contracts, regulations and all manner of Department of Defense policy documents is preferred, but not required.
  • Provide USTRANSCOM/TCJ8 expert advice, assistance, and technical accounting and auditing in support of audit and business improvement effort.
  • Ability to thrive in a fast-paced, dynamic, deadline-driven environment.


Duties:

  • Provides financial management and control, schedule coordination, contract data administration and functional support and coordination to support operations, under general guidance.
  • Interfaces with various employee and management levels.
  • Assists in developing and monitoring financial controls, procedures, systems and forecasting techniques.
  • Identifies problem areas, determines actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information.
  • Supports development of plans, including budgets and schedules, to meet contractual/project requirements of a program.
  • Ensures compliance with internal customer procedures, such as government procurement and financial management regulations.
  • Monitors budget and program execution, alert leadership and/or client of negative trends and assist with developing get-well plans when necessary.
  • Monitors cost/schedule performance against plans to ensure contractual obligations are met.
  • Apply sound accounting, tracking, and data processing principles to the performance of an effort. Identify potential problems and solutions through analysis and recommends solutions.
  • Reviews, analyzes, and modifies operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting asset, liability, revenue, expense, and budgetary accounts.
  • Applies knowledge and understanding of automated data processing systems as they apply to accounting systems and "feeder" systems and the ability to deal effectively and logically in solving program/system issues.
  • Performs duties in support of special audits, studies, reports and/or, analysis to evaluate the status of the financial health and/or position of accounting operations based on balanced scorecard measurements or indicators.

Supervisory Responsibilities: As necessary commensurate to position and ability. This position may require provision of 'Task Lead'-level leadership responsibilities. Individual Task Leads will be expected to supervise, coordinate, and consolidate the inputs and efforts of subordinate personnel.


Clearance Required:
Applicants must have at least an active Secret clearance and be able to obtain a clearance at the TS/SCI level. Preference will be given to those who have an active TS/SCI clearance. Applicants must be able to submit documentation establishing U.S. Person status upon hiring. All ISA employees are required to uphold and maintain trustworthiness and suitability requirements of the U.S. federal government.

Experience Required:

Data Science/Statistics, Business Analysis, Intelligence Analysis, Research or Business Efficiency Consulting

  • Junior Analyst: 1-3 years' experience
  • Analyst: 3-10 years' experience

Preferred 5 years of experience of in ANY of the following: defense contracting, federal civilian employment, or military service (to include National Guard and Reserve)


Education:

Completion of all requirements for a bachelor's degree required.

Certification:

CPA, CGFM, or CDFM preferred

Salary at ISA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The salary range for this position is $88,000 to $125,000, dependent on qualifications, and is just one component of ISA's total compensation package for employees.
