Position Title: Vice President, Construction Management
Department: Real Estate

Summary:
The Vice President, Construction Management will lead a team that will oversee all construction activities procured and managed by Atlanta Housing (AH) and provide direct /hands-on construction management oversight for real estate development projects led by private developers that will be receiving AH rental assistance and/or capital investment. Position will execute the program’s policies and procedures in accordance with AH’s established objectives and initiatives to drive projects to completion within scope, schedule, and budget. Serve as the construction subject matter expert on all AH real estate development initiatives.
Essential Duties & Responsibilities:
  • Provides the long-term strategic vision and daily leadership for a team on construction project managers and administrative professionals; setting departmental goals; identifying training needs; completing performance reviews; recruiting/hiring/ and terminating employees as needed.
  • Develops and monitors the departmental budget, providing budget to actual variance explanations.
  • Defines performance standards and KPI’s and effective measurement tools.
  • Oversees contractual execution, and compliance, and closely monitors and communicates project metrics to improve delivery of project scope, schedule, and budget.
  • Works in conjunction with the Contracts & Procurement team to write detailed scopes of work and responds to Requests for Proposals and review vendor performance.
  • Presents to various internal and external stake holders such as AH’s Real Estate Committee, the Investment Committee, and AH’s Board of Commissioners, the City of Atlanta, and other agencies involved in affordable and multifamily housing.
  • Establishes and monitors internal controls and ensures uniform application/compliance across the AH real estate footprint relevant to all construction, OSHA, EPA, HUD, Accessibility, and any applicable regulations, as well as AH guidelines.
  • Ensures that real estate development projects receiving AH rental assistance and/or capital investment are constructed in compliance with local building codes; AH program compliance requirements (HomeFlex) and federal requirements (environmental, accessibility, and other applicable Federal and State requirements and regulations.
  • Leads execution of special projects related to AH real estate assets by collaborating with groups within and outside REG.
  • Identifies problems related to Real Estate technical services, recommends solutions and facilitates matters until the problem is solved.
  • Prepares and distributes weekly status reports with detailed information on all active real estate development projects for Chief Real Estate Officer review.
  • Other duties as assigned
Knowledge and Skill Requirements:
  • Bachelor’s degree in engineering, construction management, real estate development, or other relevant degree required
  • MBA or other relevant graduate degree a plus
  • AIA (Georgia certified) or P.E. (structural Engineering)
  • 8 - 10 years developing and managing construction programs
  • 5 to 10 years of direct management experience, preferred
  • Experience managing a large portfolio of construction projects in the private sector is preferred.

  • Excellent understanding of risk management planning, risk identification, risk quantitative and qualitative analysis, response planning, monitoring, and control activities.
  • Excellent critical thinking skills, ability to make sound decisions and take appropriate actions to facilitate successful program outcomes.
  • Must possess strong organizational skills and the ability to prioritize and handle multiple tasks and multiple priorities while managing aggressive deadlines.
  • Excellent verbal and written communication skills, in addition to possessing strong interpersonal skills.
Working Conditions:
Works in an office environment; however, due to the nature of the position may be required to do site visits and therefore will be subject to the elements. May require frequent reading, researching, bending, stooping, reaching and prolonged sitting and/or standing. May require lifting typically not to exceed 10-20 pounds. Occasional travel may be required. Must be able to work in a deadline-focused and pressure-driven environment. May be required to have a valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on the company's “Authorized Driver’s List.” Additional hours may be required to meet workload demands.
