Description
The DarkStar Group is seeking an IT Program Manager with a TS/SCI Poly clearance (applicable to this customer) to join one of our top projects in Tysons Corner, VA. Below is an overview of the project, as well as information on our company, our benefits, and our $25,000 referral program.
THE PROGRAM
The DarkStar Group is a member of 100% of the winning teams for the largest technology program in the Intel Community. We've been supporting this customer on many different sub-projects of this program since our founding in 2013. We've grown on this effort by providing the customer with Engineers who have done exceptional work, and we've retained our staff by paying very strong salaries, and working hard to ensure each Engineer is doing work that aligns with their career interest.
THE PROJECT
The Sponsors office ingests data across the entire Sponsor organization and aggregates, resolves, models, and optimizes the data for information discovery which is made available for consumption to the Sponsors workforce. The Sponsor needs IT program Management/System Engineering support to facilitate the interconnection of an ecosystem of multiple IT capabilities into a cohesive product to enable its workforce to surface, preserve, and share relevant information to enhance collaboration mechanisms, query capabilities, visualizations, notifications, analytics, and more.
THE ROLE

  • The Contractor Team shall perform the below tasks and responsibilities in support and as part of the Sponsors IT Program.
  • The Contractor Team shall perform business process management functions for the Sponsors IT program.
  • The Contractor Team shall deliver cloud-based system’s that meet the Sponsors accreditation level.
  • The Contractor Team shall integrate dependent work streams into the Sponsors IT program.
  • The Contractor Team shall facilitate and monitor the integration, interoperability, and synchronization of enterprise-wide systems and infrastructure solutions and services.
  • The Contractor Team shall prepare project information and technical analysis results in a clear and concise way that is easily understood by technical and non-technical audiences.
  • The Contractor Team shall analyze system and network environments for security concerns, including cloud environments.
  • The Contractor Team shall identify technical capabilities and capabilities gaps in the Sponsors IT program and provide recommendations to address those gaps.
  • The Contractor Team shall facilitate cross-Sponsor coordination to address the Sponsor IT programs’ task.
  • The Contractor Team shall develop and receive Sponsor approval of plans that represent an Agile approach for delivering IT program capabilities.
  • The Contractor Team shall coordinate to ensure problem resolution, task scheduling, IT requirements, and task clarification.
  • The Contractor Team, with Sponsor oversight, shall develop, update, maintain, and deliver program status, schedule, and fund reporting on the Sponsors IT program in accordance with the master schedule and other guiding Sponsor policies and instructions.
  • The Contractor Team, with Sponsor oversight, shall identify a process and timeline to define, estimate cost and schedule, approve, implement, and evaluate candidate prototypes and pilots.
  • The Contractor Team shall ensure all necessary programmatic and technical artifacts required to effectively and successfully manage the program are created, maintained and are accurate
  • The Contractor Team, with Sponsor oversight, shall analyze, track, and report cost data related to the Sponsors IT program and provide future cost estimates and usage forecasts.
  • The Contractor Team, working with the Sponsor, shall develop and communicate key management directives to include issues, risks, actions, and mitigation plans.

Required Skills

  • Demonstrated experience reviewing existing Information Technology (IT) programs and assisting in making refinements, reducing operating time, and improving current techniques.
  • Demonstrated experience analyzing information to determine, recommend, and plan technical specifications and layouts.
  • Demonstrated experience analyzing capability requirements and security assessments.
  • Demonstrated experience supporting the development and deployment of technology capabilities.
  • Demonstrated experience analyzing user needs and software requirements to determine approach and feasibility of design within time and cost constraints.
  • Demonstrated experience conferring with project managers, systems analysts, engineers, programmers and others to design system and to obtain information on project limitations and capabilities, performance, requirements and interfaces.
  • Demonstrated experience consulting with customers about software system design and maintenance.
  • Demonstrated experience preparing reports and correspondence concerning project specifications, activities and status.
  • Demonstrated experience ensuring all necessary programmatic and technical artifacts required to effectively and successfully manage the program are created, maintained and are accurate.
  • Demonstrated experience in problem resolution to include organizing and structuring solutions to complex problems.
  • Demonstrated experience supporting an IT program with multiple projects.
  • Demonstrated experience consulting leadership with IT program management activities such as problem resolution, task schedules, new requirements, training needs, or task clarification.

Desired Skills (Optional)

  • Demonstrated experience delivering cloud based systems at the Sponsors accreditation level.
  • Demonstrated experience with the Sponsors suite of tools that support data collection, management and reporting of Sponsor data.
  • Demonstrated experience with the Sponsors records system application.
  • Demonstrated experience with the Sponsors on-cloud management application.
  • Demonstrated expertise with the Sponsor’s cross-organizational missions, technical needs, and security architecture.
  • Certifications
    • Masters in Business with a focus on finance
    • Masters in Public Management/National Security
    • Certified Scrum Master
