The City of Fort Worth is Hiring a Sr. Management Analyst - Fiscal Services Near Fort Worth, TX

Pay Range: $35.15/hr. - $45.70/hr.

A Sr. Management Analyst position is available with The City of Fort Worth Police Department – Fiscal Services. This position will be under administrative direction, supervises and monitors the performance of a regular group of employees or department responsible for providing complex analytical and administrative support; oversees and conducts complex analysis research, policy analysis and procurement activities; coordinates assigned activities with other departments, divisions, and outside agencies; and provides highly responsible and complex staff assistance to higher level management staff.

Minimum Qualifications:

  • Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
  • Two (2) years of analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment including procurement management or related experience.

Preferred Qualifications:

  • Five (5) years of experience working in purchasing and working with government entities;
  • Advanced principles and practices of procurement and purchasing for a public/government entity;
  • Advanced methods and techniques of mapping work and process flows;
  • Advanced management business practices, principles, functions and processes;
  • Advanced operational characteristics, services and activities of procurement functions;
  • Advanced principles of supervision, training and performance evaluation;
  • Valid Texas driver’s license.

The Sr. Management Analyst job responsibilities include: 

  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations;
  • Oversight of the procurement process all phases of the components including approval of requisitions, preparation and solicitation of bids, contracts, sole source justification and agreements, and amendments for the purchase of equipment, materials, services and supplies in both formal and informal situations;
  • Manages the development and implementation of purchasing goals, objectives, policies and priorities for the Department. Recommends and administers policies and procedures for the Department in coordination with the City’s Purchasing Department;
  • Manages department requisitions, purchase orders, and expenditures to ensure all purchasing is conducted in compliance with State and city approved policies and procedures;
  • Maintains contact with vendors for any issues with goods or services and solicit bids from appropriate vendors, perform HUB checks;
  • Coordinate with City Purchasing monthly to determine purchasing needs, specifications, areas of standardization, and special problems and serv as liaison on purchasing matters with city departments and vendors;
  • Administers assigned contracts; negotiates and prepares complex requests for proposals or contracts with external professional service providers and vendors; monitors work progress; and ensures adherence to project schedules and budgets;
  • Participates in the development and implementation of goals, objectives, policies and priorities; recommends and implements actions resulting in development of organization-wide policies and procedures; prepares, develops, analyzes and provides recommendations for organizational structures, work methods and procedures, management control systems and unit productivity. May assist with organization-wide and internal training;
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements; and prepares highly complex reports which present and interpret data collected and compiled;
  • Directs, coordinates and reviews the work plan for assigned program services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; and meets with employees to identify and resolve highly complex problems;
  • Implements new systems, methods and procedures; monitors program progress in meeting goals and objectives; conducts updates with department head to inform of project progress; make adjustments as necessary; designs various survey instruments; and interprets, analyzes and makes recommendations from data;
  • Coordinates and participates in process re-engineering studies for assigned department or division; conducts interviews with personnel to identify functional areas; analyzes historical data from large and unknown data sets to plot trends; prepares profile of area being studied; maps process and work flows; and identifies problem/opportunity areas;
  • Participates in and may lead special projects, including complex research of new programs and services, and reports detailing findings and recommendations;
  • Provides staff assistance to higher level management; participates on a variety of committees; and prepares and presents highly complex staff reports and other correspondence as appropriate and necessary;
  • Coordinates purchasing program activities with those of other divisions and outside agencies and organizations.

Working Conditions

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.

Final candidates selected for hire in the Police Department will be subject to a criminal background, drug screen, polygraph examination, psychological exam and fingerprint check. Applicants must not have used marijuana during the previous two (2) years, nor illegally used any controlled substances within the last five (5) years.
