Children’s Center of Wayne County (TCC) The Children’s Center, founded in 1929, provides evidence-based clinical therapy to children who deal with mental, behavioral, emotional, intellectual, and developmental health and educational challenges or may have experienced trauma.
School Community-Based Partnerships: We partner with K-12 schools and community organizations that serve children to provide clinical therapy, counseling, psychological services, and psychiatric evaluations, treatment & interventions.
Child Welfare: In addition to the clinical therapy programs offered, The Children’s Center places children in licensed foster homes, and supports them throughout their time in the child welfare system.
Crisis Stabilization: We operate an onsite crisis stabilization center that allows children and youth experiencing a mental health or psychiatric crisis a place in which to receive treatment in a calming environment that supports crisis stabilization.
Advocacy: We champion child and youth well-being for those experiencing poverty-related issues, those within the child welfare system, and those in need of evidence-based, clinical therapy.

Job Summary
The Payroll and Benefits Administratoris responsible for the overall operation of the payroll processes and functions related to successful completion and administration of biweekly payroll. This role is also responsible for the administration of employee benefits including medical, dental, voluntary benefits and retirement plans.
Job Requirements
Bachelor’s degree in business administration, accounting, finance or related field (will substitute experience for education)
3 yearspayroll and benefit administration experience
Certificates & Licenses: American Payroll Association (APA) preferred
Essential Functions
Process biweekly payroll inan accurate, compliant, and timely manner and ensure all payroll information and records are maintainedin accordance with statutory requirements within 95% accuracy.
Ensures proper processing of payroll deductions,benefits, and other deductions within 100% accuracy.
Process and enroll new hires in 403(b) retirement plan according to plan summary description with 100% accuracy.
Serves as the subject matter expert for leadership and first point of contact for employees regarding all employee payroll and benefit issues, concerns, and questions.
Conducts audits of payroll and benefits information.
Supply reports and data for payroll, 403(b) and benefits external audits.
Manages open enrollment for all insurance plans and during life events.
Ensures the timely completion of benefit enrollment for new hires and employee’s life changesby opening and approving work events with a 100% on time rate.
Manages staff documents related to compliance.
Monitor post-payroll feeds for healthcare, 403(b) benefits, and other forms of insurance/benefits as arise.
Responsible for garnishment in-take, calculation, processing, and monitoring.
Provide information to employees and leadership on payroll matters, tax issues, and benefit plans.
Develop and maintain positive working relationships with others; support team to reach common goals.
Partner with vendors to ensure all benefit and payroll workflows and processes are properly configured and documented, and work to identify areas of opportunity for systematic improvements and automations.
Keep informed about current and changes in tax and deduction laws that apply to the payroll process. Provide guidance on Federal, State and local payroll related issues.
Handles special projectsas needed.
