The Chicago Housing Authority is Hiring a Procurement Construction Project Specialist Near Chicago, IL

JOB DESCRIPTION

The Procurement Construction Project Specialist will lead complex Capital and Construction projects with values greater than $250K. Expertise and familiarity construction processes, and design is a must. Provide oversight of all construction and construction related purchases in compliance with HUD guidelines while extending bidding opportunities to all Minority and Women-owned Business Enterprise (M/WBE) sources in order to increase their participation where feasible. Will also ensure that HUD mandated Section 3 requirements are met. Will be accountable for ensuring adherence to all federal laws pertaining to the Davis-Bacon Act.

  • Serves as the procurement in-house technical expert in the areas of construction and construction related procurements, contracting, property/material acquisition/disposition in accordance with the Authority’s Procurement Policy, HUD regulations, and federal and state statutes.
  • Reviews renderings prior to formal bid releasing and coordinates required changes with internal and external stakeholders.
  • Reviews contract specifications, quality plans, design and construction submittals, and drawings
  • Prepares and complete complex procurements projects in a manner consistent with all local, state and federal regulations.
  • Participates in pre-bid job walks.
  • Conducts advanced change order tracking to include pending change orders and works with project staff on change management needs with internal and external stakeholders.
  • Provides technical guidance and training to more junior specialists.
  • Promotes and maintains the integrity of CHA while conducting business in an ethical and professional manner to ensure avoidance of all actual and potential conflicts of interest.
  • Provides recommendations to enhance construction processes and documents.
  • Performs other duties as assigned.

A bachelor’s degree or equivalent work experience along with 3 to 5 years of progressive, construction and design experience. Must possess a comprehensive ability to understand complex bidding and procurement specifications, as well as a good working knowledge of HUD procurement regulations. Computer literacy is required. A strategic thinker with strong analytical and quantitative skills is needed. Must be able to collaborate and work effectively across multiple internal and external groups and levels. Good ability to identify moderately complex problems and discrepancies, independently perform research and analysis of causes, and recommend corrective actions. Excellent computation skills Proficient with technology typically associated with engineering and construction. Good ability to read and interpret construction and engineering documents and drawings. Proficient knowledge of construction industry terminology.
