What you’ll be doing: As our Procurement Specialist, you will be responsible for assisting in the implementation of procurement activities across multiple categories of spending.
You will be responsible for…

What we need from you:
Associate Degree in Business Administration or related field plus (2) yrs relevant experience OR
High School diploma or equivalent plus (6) yrs relevant experience

Job Description
Job Title: Procurement Specialist
Department: Finance
Job Grade: 3
Position Summary:
Responsible for assisting in the implementation of procurement activities across multiple categories of spending, while ensuring that goods and services flow continuously into the organization at lowest total cost of ownership. Engage in ethical and professional corporate procurement policies through vendor relations and contract management.
Reporting Relationship:
Work under the supervision of the AP Manager and in tandem with the Procurement Cordinator. Work closely with the accounts payable department to ensure proper flow of the procurement function.
Job Duties and Responsibilities:
  • Ensure the continuous flow of goods and services to the organization.
  • Will assist staff/managers in navigating the procurement process and applicable software systems
  • Maintain vendor agreements where appropriate and applicable.
  • Help track and report key functional metrics to reduce expenses and improve effectiveness.
  • Maintain and monitor all procedures related to procurement and the application of the procurement policies of the organization. Identify and explore new and innovative methods for improving the procurement process for the organization.
  • Assist procurement coordinator with competitive bidding procedures; developing requests for proposals for bids; maintenance of bid files in a format adequate to meet audit requirements (documentation, selection criteria, evidence of bid process, etc.); and involvement with the final selection of vendors.
  • Help with the maintenance of procurement and vendor files including review and completion of new vendor set up procedures. Ensure compliance with all state and federal regulations, Agency policies for comparing vendors with Medicaid/Medicare Exclusion lists, and all rules and regulations for WMBE purchasing. Ensure all documentation of the completion of these rules, regulations and procedures.
  • Assist with the reporting of potential conflicts of interest to the compliance officer for new vendors and determining where conflicts exist, that appropriate approvals are obtained.
  • Engage in the preparation of agency vendor credit applications.
  • Assist in any agency participation in federal and state purchasing programs.
  • Review and have detailed knowledge of the agency purchasing manual.
  • Provide support and training to internal users regarding purchasing procedures, materials management and product specification development.
  • Assist with program personnel and outside companies to renegotiate leases.
  • Assist with the ERate funding program. Interface with MIS and the Education Program as needed
  • Help maintain the agency cell phones program.
  • Assist program personnel as needed with non-contract purchases. Support program personnel in the resolution of issues with vendors
  • Utilize procurement software applications for the preparation of Purchase Orders.
  • Performs other duties as assigned.
Qualifications and Education Requirements:
Associate’s Degree in Business Administration or a related field PLUS two years relevant experience, such as leadership roles in purchasing, contracts, negotiations and office workflow practices.
OR
High School Diploma PLUS six years of relevant experience, such as leadership roles in purchasing, contracts, negotiations and office workflow practices.

  • Human Relations Skills:
The ability to communicate with individuals in a positive manner, demonstrate the ability to be a leader and serve as an appropriate role model to staff members. Receive supervision instruction in a positive manner. Adhere to and administer Agency’s policies, procedures, rules and regulations. Maintain a professional attitude and appearance at all times.
  • Equipment Operation:
The ability to operate business equipment; telephones, fax machines, computer hardware and software, including applications and programming, copiers, calculators, etc.
