The Arc Alliance is Hiring a Human Resources Manager Near Eagleville, PA

Under the supervision of the CEO, the Human Resources Manager manages recruiting and hiring employees across all departments. Additionally, they play a key role in managing The Arc Alliance's benefit programs, ensuring compliance with personnel policies. This is an office-based position.
Qualifications: Bachelor's degree in Human Resources, Business Administration, or a related field. Candidates must have experience in personnel management, recruitment, and benefit administration. Strong communication skills and the ability to handle confidential information are also essential for this role.
Job Duties:
  • Inspires staff and effectively utilizes their energies, resources, and talents to promote the objectives, values, and vision of the agency.
  • Demonstrates excellent interpersonal skills, strong analytical and problem-solving abilities, exceptional organizational skills with keen attention to detail, and proficient verbal and written communication skills.
  • Collaborates with Administration to establish and implement agency priorities, goals, and strategies.
  • Facilitates and fosters effective and supportive relationships between staff and Administration within the agency.
  • Maintain digital, electronic, and paper records of employees.
  • Monitor employee compliance requirements.
  • Conducts or obtains employee eligibility verifications.
  • Acts as the point of contact with benefit vendors and administrators.
  • Administers and assists in developing employee benefit plans and contracts.
  • Oversee the completion of compensation and benefit documentation at the time of hire, open enrollment periods, and life events.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Assist all departments with recruitment processes by identifying candidates from recruitment sources, performing reference checks, and processing their onboarding in payroll system.
  • Assists with employee recognition programs.
  • Assists with performance management procedures.
  • Assists and schedule interviews as needed.
  • Coordinate all staff agency training opportunities.
  • Conduct new hire orientation for employees on their first day, including a review of policies, procedures, and benefits.
  • Update payroll system with employee changes, i.e., salary, address, benefits, etc.
  • Complete the termination process, including advising terminated employees of their rights to COBRA benefits, unemployment benefits, HIPAA guidelines, etc.
  • Handle and coordinate FMLA, STD, LTD leaves and coordinate worker’s compensation claims. 
  • Conduct employee exit interviews.
  • Stay informed about the latest HR trends and best practices.
  • Attends and participates in employee disciplinary meetings, terminations and investigations.
  • Research and propose cost-effective strategies to optimize benefits and manage expenses.
  • Stay informed about and ensure compliance with federal, state, and local employment laws and regulations, as well as recommended best practices. Regularly review policies and procedures to ensure ongoing compliance.
  • Generate and submit reports on HR activity as requested by the CEO.
  • Participate in meetings as requested by the CEO.
  • Assist all departments with recruitment, training, and mandatory regulatory requirements.
  • Serve as an equal opportunity/affirmative action/HIPAA officer.
  • Proficient with Microsoft Office Suite or related software.
  • Participate/contribute in agency fundraising activities.
  • Performs other duties as assigned.
Physical Requirements: The position involves frequent communication, both verbal and written, as well as the use of math and calculators. Strong computer skills are required, and there will be frequent periods of sitting and standing, and some lifting of banker boxes may be necessary.
