Job Description: Duties/Responsibilities:
1. Develops business processes and workflow reengineering methodologies.
2. Solves application and process related problems by creating detailed process and system design specifications.
3. Works with other areas across the business units to support a total solution approach.
4. Communicates business requirements for reports and applications development.
5. Facilitates collaboration within and across business units and across IT functions.
6. Resolves problems and improves business units’ technical environments.
7. Engages with internal and external stakeholders, as necessary, to determine compliance with accounting and financial reporting regulations and standards.
8. Produces deliverables as required to fulfill FMIS replacement requirements pertaining to accounting and financial reporting compliance.
9. Leading role in relationship with the System Implementation (SI) team(s) including establishing TDD/FDD requirements and approval, testing and validation requirements, ongoing system care and feeding requirements.
10. Develops high quality oral and written presentations.
11. Performs other duties as assigned.
Education:
1. Bachelor’s Degree from an accredited college or university in Accounting, Finance, Business Information Systems, or other related discipline.
2. Master’s degree and/or project management certification is preferred.
3. Certified Business Analysis Professional (CBAP) or similar certification is strongly preferred.
General Experience:
1. Minimum 5 years’ experience as business and/or system analyst.
2. Accounting & Audit background required.
Specialized Experience:
1. Accounting/Audit experience in government accounting and reporting.
2. Experience managing requirements processes including conducting interviews and documenting technical requirements.
3. Experience with design activities including design sessions and defining future state processes.
4. Experience with vendors and service provider engagement.
5. Experience working with onsite and remote teams.
6. Experience with industry-standard System Development Life Cycle methodologies.
7. Demonstrates excellent written and verbal communications skills.
8. Demonstrates capacity to engage effectively with stakeholders and all levels.
