TSHA seeks a well-qualified, hardworking, and dedicated Financial Operations Specialist to join the team.

What We Are Looking For:

We are seeking a dynamic and experienced Financial Operations Specialist to join our team. Reporting directly to the Executive Director, the Financial Operations Specialist will play a pivotal role in overseeing the financial management programs and activities of both TSHA and our affiliate, the Local Community Housing Corporation (LCHC). The successful candidate will be responsible for enhancing operational efficiency, implementing financial strategies, and ensuring optimal utilization of program funds.

In this role, you will be responsible for but not limited to:

· Perform Accounts Payable procedures biweekly to ensure timely payment to all vendors.

· Process payroll biweekly using SACS as the third-party payroll vendor.

· Handle retirement contributions biweekly to ensure prompt reporting of all deferrals.

· Collaborate closely with our contracted Fee Accountant to verify the accuracy of monthly and year-end financial statements.

· Execute end-of-month procedures for all programs, including rent roll, utility reimbursements, and HCV program income reconciliation.

· Reconcile all bank statements monthly.

· Facilitate monthly transfers for interfund and replacement reserves.

· Review write-offs biennially for Board approval.

· Input monthly journal entries for various prepaid items and deposits of federal and non-federal funding.

· Process rent payments through remote deposit capture daily as required.

· Coordinate with funders like the Juvenile Welfare Board for monthly, quarterly, and annual financial reporting, as well as prepare new budgets and budget amendments for the Cops 'n Kids Youth Center.

· Manage monthly office supply orders for various departments as necessary.

· Collaborate with the ED to prepare internal reports analyzing the effectiveness of the Housing Authority's and nonprofit's operating budgets.

· Work with auditors annually to ensure a smooth and responsive annual audit process.

· Collaborate with the ED to prepare annual budgets each year and submit them for Board approval.

· Partner with the agency's third-party Human Resources company to oversee all aspects of the employee lifecycle, including recruitment, onboarding, benefit enrollment, performance management, and offboarding.

· Serve as the administrative lead supporting the ED in preparing Board of Commissioner packets ahead of scheduled meetings.

What You Need:

· Bachelor’s degree from an accredited college or university preferably in accounting, finance or a related field

· Additional education or training is preferred.

· Fluency in Microsoft Office package and online accounting data management systems required.

· 3-4 years of experience in affordable housing accounting

· Working knowledge of public housing, HCV, and other affordable housing programs, LIHTC preferred

· Experience in accounting positions within housing authorities or nonprofit agencies

· An equivalent combination of accounting education and experience will be considered.

Other Requirements:

· Possession of a valid Florida Class “E” Driver’s License

· Must be insurable by TSHA's fleet/auto insurance carrier.

Physical Requirements:

Work is principally sedentary, but may involve some physical exertion during on-site visits with residents or landlords, inspection of dwellings or facilities, and travel to meetings, conferences or workshops in other cities. Work involves the normal risks and discomforts associated with an office environment. Although it is usually in an area that is adequately cooled, heated, lighted, and ventilated.
