Scope & Purpose:
The position performs complex or specialized accounting work at the technical and supervisory levels. Work involves accounting and fiscal management for a mid-sized agency and leadership for specialized accounting functions. Performs full range professional accounting duties for assigned accounting function(s).
Essential Functions & Duties:

• Develop & prepare schedules, analyses, reports, and other financial documentation to support monthly financial statements, annual audit, and ACFR as required.
• Monitor bank activity and cash reconciliations.
• Prepare accounting and audit records, statements, and ad hoc reports.
• Analyze data and prepare schedules, reports, or other financial documentation in response to management requests for information or other special projects.
• Assist in the annual budget process including preparing schedules, communicating with various departments, tracking deliverables, analytics, and reporting. Assist with management of grant program through careful analysis of projects and their potential eligibility for grant funding. Accrue grant revenue for monthly financial reports. Report and advise management on grant balances and status. Reconcile all grant funding for annual audit.
• Develop and maintain records detailing uses of bond funds. Ensure compliance and reconcile for annual audit.
• Coordinate with Planning, Engineering, Finance, and other departments as required and develop the annual PTB Capital Program Budget.
• Train as backup for Accounts Payable Supervisor.
• Develop spreadsheets, graphs, summaries and reports via Excel, financial system, and reporting software.

• Support on special departmental and port-wide projects including the annual audit and ACFR.
• Perform other duties as assigned.

Essential Knowledge, Skills, & Abilities:

• Must have knowledge of generally accepted accounting principles (GAAP).
• Must have knowledge of computerized accounting systems, accounting and financial reporting requirements, month end closing process, budgetary process, internal controls, and audit process.
• Knowledge of PTB tariffs and policies.
• Skilled in reasoning to identify complex financial and accounting problems, evaluate and implement alternative solutions, conclusions, or approaches.
• Ability to use discretion and independent judgment in evaluating information.
• Ability to interact effectively, confidently, and professionally with PTB officials and employees, PTB tenants and the general public.
• Ability to maintain files and records and prepare reports and correspondence.
• Ability to follow oral and written instructions and work independently.
• Ability to use Excel, Word, and Power Point.
• Must possess honesty, integrity, and sound professional judgment.

Requirements
Minimum Training & Experience Requirements:

• Bachelor's Degree from an accredited college or university in Accounting, Finance, or related field; and
• Four or more years of experience as a professional accountant or experience directly related to the position duties, including General Ledger experience; Must have one year of supervisory experience. CPA or CGFO preferred.
• Or any equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies listed above.

Special Requirements:

• Incumbent must possess a current and valid Florida Motor Vehicle Operator's License or capable of obtaining one within thirty days from the date of hire.
• Must successfully pass a seaport security background check.

Work Environment:
Work is performed primarily indoors though the employee will be required to go out of the office on errands. Employee will be in contact with chemicals (i.e., toner for copier and facsimile machines), and materials (i.e., paper) normally found at offices. Employee will also be exposed to minimal noise and vibration.
Physical Demands

• While performing the duties of this position, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. Frequent computer use.
• The employee must occasionally lift and/or move objects up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus.

Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5
p.m. Occasional evening and weekend work may be required as job duties demand. Opportunities for telecommuting and alternative scheduling arrangements are available and may be implemented with manager approval.
