Leidos is seeking a highly motivated and tactical, Technical Program Manager in our Arlington, VA office who will be responsible for growing and managing the group’s portfolio in the areas of advanced airborne systems and custom microelectonics. The candidate will be responsible for boosting strategic growth by understanding the customer’s needs and creating and managing new business.
Primary Responsibilities:
Professional
Responsible for growing the business portfolio, capturing and winning new business
Responsible for program management, proposal development and contract execution.
Assist the Department Manager with the preparation and administration of departmental budgets, business plans and metrics
Functional
Plan, coordinate, and manage small, medium, and large-scale projects and programs
Integrate all functions and activities necessary to ensure the project/program meets client/customer requirements
Direct project team members, manage cost and schedule, ensure contract compliance, and serve as customer interface
Manage technical aspects, costs, and schedule of assigned tasks or functions
Provide strong, proactive, and assertive leadership while engaging multi-discipline teams and responding to business needs
Make decisions at the project team-level and properly escalate issues that cannot be resolved timely
Create project management plans, set expectations, and ensure plans are driven by organizational procedures
Ensure requirements are gathered, documented, reviewed, and approved per organizational/program standards
Ensure projects are delivered on-time, within budget, and remain in scope; monitor and track project dependencies
Create a work breakdown structure defining all activities required for project deliverables
Manage project budget - maintain financial plan, track actuals vs. plan, provide monthly forecasts, report monthly accruals
Create/deliver high-quality, informative, written/verbal project communications, including weekly project status, dashboards, and updates
Actively monitor, track, and manage project tasks, timelines, attainment of established milestones, and overall project quality
Basic Qualifications :
Proven experience working with DARPA and DoD program managers and business capture.
Demonstrated experience with Electronic Warfare systems and/or custom microelectronics Systems, identifying mission technology gaps and developing future technologies to benefit the warfighter.
Hands on technical management and execution of hardware driven advanced technology and prototype development programs for DoD systems.
Proven ability to build and maintain lasting customer relationships, partnerships, and external stakeholder networks
Excellent written and verbal communication skills with a working knowledge of Microsoft Office Suite, including Microsoft Project or similar project management tool
Proven ability to maintain confidentiality and adherence to data protection/other guidelines
Bachelors degree in a science or engineering field and 12 years of prior relevant management experience
U.S. citizen with an active Secret Collateral clearance and eligible for SCI access.
Preferred Qualifications:
Prior experience in managing Department of Defense research efforts, including AFRL, DARPA, ONR, and similar customer organizations. Demonstrated ability to manage multiple simultaneous efforts while keeping efforts on schedule and on budget.
Prior experience in leading successful business development campaigns. Demonstrated skills include the ability to effectively communicate with customers, understand their needs, and develop technical white papers and proposals.
Master’s degree in an engineering or science discipline with at least 10 years of prior relevant experience.
U.S. citizen with active Top Secret/SCI clearance.
