Requirements:
Bachelor’s degree in a relevant field (business administration, public administration, finance, etc.). Five or more (5 ) years prior experience in grants and contracts management. Federal experience with U.S. Department of Energy (as employee or grant/cooperative agreement recipient) and cost sharing (2 CFR 200.306) highly desirable. Procurement and subrecipient monitoring experience highly desirable.
Desired Technical Skills:
Must have a strong working understanding of the Uniform Administrative Requirements (2 CFR 200) incl. Federal cost principles.
Must have strong skills in organization and planning, demonstrated ability to work independently, and exercise sound judgment and problem solving. This includes demonstrated flexibility with responsibilities and tasks, and proven ability to prioritize tasks in a fast paced, changing environment.
Familiarity with Deltek Costpoint software and creating purchase orders is desirable.

Job Responsibilities:
Under moderate supervision from General Counsel, provides value-added business partnership and contract risk management leadership to the Company.
Responsible for all grants and contracts management functions, including proposal management, contract and subcontract administration, vendor contract reviews, compliance oversight, budget management, risk management and stakeholder communication.
Functions as the Federal grants and financial assistance expert for the Company. Interacts with all aspects of the organization, from Executive management to directors and managers, to define and implement processes for measuring and reporting grant and contractual obligations.
Review funding opportunity and contract terms to identify both operational requirements and legal requirements exposing the Company to risk. Develop and implement risk mitigation strategies.
Ensure that grants and contracts comply with legal requirements and Company policies.
Lead drafting and negotiation of standard non-disclosure/confidentiality agreements (CDAs, NDAs), MTAs, subrecipient agreements (Company template or FDP template), and other standard contractual documents.
Support the review and identification of risk in more complex agreements, such as joint development agreements, IP and patent licensing agreements, etc.
Collaborate with principal investigators and staff to prepare funded research proposals, including without limitation budget justifications, current & pending support representations, community benefits plans, letters of support, data management plans. Coordinating with subrecipients/contractors on preparation of same.
Evaluate grant and contract processes, then implement improvements based on lessons learned and feedback.
Proactively monitor and manage grants and contracts to ensure Company compliance, providing guidance and support to project teams as needed.
Manage the contract closeout process, including subrecipients.
Oversee the preparation and submission of regular reports to sources of funding (e.g. agencies, sponsors, etc.)
Collaborate with cross-functional teams, including principal investigators/program managers, Finance, Accounting and administrative staff.
Support the Company’s invention disclosure process, including iEdison reporting and management.
Meets with Chief Legal Officer, Finance and Executive management monthly to review agreements’ status, focusing on key legal risks and positive/negative financial trends.
Develop and report key operating metrics to scientific and administrative directors and managers to support and drive the contract risk management of the Company. Requires understanding the dynamics of the Company’s operations and the markets that it operates in.
Support the Accounting Department in managing the relationship with the Federal cognizant agency, including the negotiation of provisional and final indirect rates and any audits.
Works closely with the Accounting Department to assure preparation of timely and accurate client billings and reporting of contract revenues and forecasts/estimates of costs to complete.
Works closely with the Controller to ensure contracts enhance Accounting’s ability to properly manage cash.
Ensure proposals and agreements are in compliance with the Company’s financial policies and procedures.
Participate in outside professional organizations related to the Company’s operations, gain insight into industry best practices and to promote the name and reputation of the Company.
Performs other related duties as assigned.
