Job Description

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Answers all calls and requests for assistance or information consistently and in a courteous, cooperative manner.
  • Differentiates between and prioritizes emergency and non-emergency calls to dispatch and dispatches the appropriate response units.
  • Dispatches Airport Maintenance Calls.
  • Dispatches calls for police services in an appropriate and timely fashion.
  • Dispatches the Airport Fire Department and Operations to fire and medical emergencies.
  • Demonstrates proficiency in the use of law enforcement and fire computer systems, communication systems, Computer Aided Dispatch, and security/identification systems.
  • Gathers information from verbal reports generating accurate and concise documentation.
  • Monitors the closed circuit television system and initiates action for any unusual incidents and/or discrepancies. Is able to recall and review recorded video.
  • Maintains a working relationship with other law enforcement, emergency services organizations, Public Safety Answering Points, and co-workers.
  • Attends any and all training required by SARAA.
  • Processes paperwork and fingerprints personnel for Airport ID badges in support of Airport Security Coordinator.
  • Performs complementary customer service functions consistent with airport customer service standards.
  • Performs any other duty or assignment delegated by proper authority.

QUALIFICATIONS:

Minimum Requirements:

A high school diploma or GED is required. The ability to learn and understand the basic field operations and procedures of the police and fire departments. Use various technical systems in support of law enforcement, fire and airport operations including access control, video surveillance, alarm monitoring, telephone console, Dauphin County and SARAA radio, digital fingerprint scanning, manual ink and inkless fingerprints, and general personal computer equipment. Additionally, must possess a polite but authoritative telephone voice and manner, as well as the ability to understand and skillfully manage emergency and business callers. Must have the ability to be understood clearly by others over radio and telephone circuits, to accurately record the detail of telephone and radio conversations, and to remain calm under the pressure of emergencies, peaking workloads, and multiple (simultaneous) responsibilities.

Required Licenses, Certifications and Conditions:

Certified as a J-Net (PA Justice Network) user or ability to obtain this certification within 30 days of employment as well as certified by APCO or eligible for certification within one year of employment. In addition, must have a valid PA driver’s license with a good driving record or ability to obtain PA license within 30 days of hire date. Ability to pass a 10-year background and criminal investigation to be issued Airport Identification Badge.

Cognitive Ability:

Ability to comprehend, retain, and follow oral and written instructions. Must exercise good judgment, work independently, make decisions, organize and maintain detailed information. Must effectively set priorities. Ability to solve practical problems and deal with a variety of concrete variables in situations without precedent.

Physical Demands:

Must be able to withstand the stress and rigors of administrative and operational demands related to emergency and routine communications and clerical duties. Tasks involve extensive keyboarding on multiple keyboards and attentive listening to telephone calls and radio transmissions (often at a low volume level and of poor audio quality). Possess the physical dexterity to stretch, reach, lift, and sit while operating equipment. May be required to sit for extended periods of time without relief. Must have the ability to exert very moderate physical effort typically involving some combination of stooping, kneeling, and lifting, as well as carrying, pushing and pulling objects and materials of moderate weight, twelve to twenty pounds.

Work Environment:

Must be able to work for extended periods of time in the restricted access area of the Harrisburg International Airport Police Communications Center. Must be able to work any shift assignments, including nights, weekends, holidays, overtime (both forced and scheduled), and up to 16-hour shifts. May be required to work overtime hours with little or no notice. Must be able to multitask and prioritize handling several items sequentially or simultaneously, with above average accuracy, including answering telephones, radios, dispatching police, fire or EMS personnel, and documenting actions through computerized or handwritten logs.

Language and Communication Skills:

Must be able to read, write, and communicate effectively in the English language. Must be able to read and interpret general business periodicals, professional journals, standard operating procedures, policy and procedure manuals or governmental regulations. Must be able to effectively present information and respond to questions from groups of managers, shift personnel, clients, customers, and the general public. Regularly communicates with supervisors, co-workers, other departments, contractors, and customers.

Mathematical Skills:

Knowledge of basic math skills.

Computer Skills:

Computer literacy required in Windows based operating systems, Microsoft Word, Excel, Access and Outlook. Also, in the use of Police Record Management and Computer Aided Dispatch Computer System, JNet System, Video Surveillance Monitoring and Recording System, Fire Alarm Computer System, and Access Control Security System Computer (i.e. P2000). Networked Telephone System and Audio Recording System.
