The OSP Fiber Engineer is responsible for all aspects of market planning and design for a fast paced and rapidly growing fiber to the premise company. The role will be responsible for all elements of the plant including the initial feasibility study, design, permitting, modifications, locate registrations, as-built documentation, and project budget to actual reconciliation.

What you will be doing:
Communication Responsibilities:
Maintain day-to-day, weekly & monthly communication with manager and key stakeholders as needed.
Communicate requirements and specifications to the project team and assist with any questions related to the technology, equipment, and design requirements.
Communicate and report to manager the status of the market/serving area funnel on a weekly basis: under evaluation, approved, desktop design, permitting, construction ready
Fiber Market Planning:
Assist with developing the business case for market approval by creating or reviewing high-level market designs.
Develop a market deployment timeline that takes into consideration all phases the project:: market feasibility, detailed design, permitting, construction start through construction complete to ensure all stages of the funnel are properly sourced
Provide material forecasts to ensure proper material supplies to align with the build plans
Continuously look for ways to improve the efficiency and productivity
Fiber Design:
Responsible for the fiber to the premise engineering design standards to include material selection, placement, splicing design for backbone, feeder, distribution and drop to the premise
Work with the sales to design and cost fiber construction extension projects to service Commercial and Carrier customers.
Support design and business case for all federal, state, county and city funding opportunities as needed
Continuously look for opportunities to optimize the design to lower the cost per passing and allow for a faster build cycle.
Review and approve third party engineering designs for adherence to the Surf design standards
Responsible for all permitting in order to proceed with construction: aerial, buried, railroad, etc..
Work with Project Management (PM) team to ensure all status and tasks are properly updated in the project management application
Assist with onboarding and management of new engineering design firms as needed to drive market expansion plan
Maintain KPI scorecard for Engineering Firms to gauge performance
Collaborate with Network Engineering to ensure end to end design is complete
Work with the PM team to ensure all aspects of the approved project are understood and organize the project kick off
Ensure that the fiber passing attributes are well documented to include address, passing type (residential, commercial), etc.
Work with cross functional team to review in field, construction in progress, changes and approve as appropriate
Work with NOC to ensure proper documentation of fiber repair changes
Fiber Plant Management:
Responsible for capacity management of assigned market fiber routes. Understand when routes are reaching critical capacity levels: 75%, 90%, etc..
Responsible for tracking market expansion performance per month per year: passings, fiber miles, fiber strand miles for distribution, feeder, metro, regional and long haul
Responsible for the data integrity of fiber plant documentation
Perform location registrations with the appropriate local entity
General:
Represent Surf professionally to satisfy immediate external stakeholder needs in order to foster return business and establish Surf as an “easy to do business” provider

What You Need for This Position:
BS/BA degree in electrical engineering, or civil engineering preferred
Experience in fiber design with detailed knowledge of FTTP, GPON & Active E networks
Experience with fiber assignments and splicing designs
Excellent understanding of fiber network architectures and topologies
Strong design experience and use of design, survey and inventory applications
Experience with aerial and underground permitting requirements and preparation
Understanding of key cost drivers that impact cost per passing
Strong knowledge of Telecom construction and engineering, project budget creation and management, project scheduling and tracking, project finance, cost reporting, and field office operations
Solid business acumen and experience in managing large telecom construction projects
Ten or more years of telecommunications OSP network design and construction experience or acceptable equivalent required
Proficient in Microsoft Office Applications or equivalent
