Salary Information: Grant Funded

Work Hours: Monday-Friday; 9am-5pm

Brief Job Overview/Summary

Under the direction of the Director of the Office of Continuing Studies and Adult Education, the Program Manager cultivates strategic partnerships with diverse stakeholders and develops and implements workforce activities to meet measured Work First New Jersey program outcomes. This is a temporary grant-funded position ending June 30, 2024, and may not be renewed until the following year.

Descriptions of Essential Duties/Responsibilities:

  • Manage all aspects of the Atlantic County Work First New Jersey grant, including supervising the staff
  • Maintain organizational standards of satisfaction, quality, and performance
  • Oversee multiple project teams, ensuring program goals are reached
  • Ensure contract adherence for the Atlantic County Work First New Jersey contract
  • Establish and implement procedures and policies to ensure an effective and efficient service delivery system that adheres to university, local government, and state government guidelines
  • Establish and implement quality control procedures and auditing protocols to ensure accurate client files, and data entry in online reporting systems to pass local and state monitoring audits
  • Develop program assessment protocols for evaluation and improvement
  • Provide financial oversight of contracts, including working closely with Stockton departments for invoicing grantor agencies and approving sub-award contracts
  • Establish and implement systems to track client data and performance
  • Analyze and compile client data and report to various agencies by established deadlines
  • Ensure accurate and timely collection and submission of all reporting documentation including LOS, EP’s, IRP’s, OST’s, academic remediation referrals, employment verifications, and client paystubs to proper entities for processing
  • Troubleshoot, remediate, and provide feedback to the Director to resolve problems and implement ways to improve workflow and service delivery for the good of the program
  • Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders
  • Represent the Office of Continuing Studies and Adult Education, when necessary, at exhibitions, conferences, and other events, as assigned. Attend operations and oversight meetings as required by the contracts
  • Engage local businesses in the labor exchange system, by developing partnerships and identifying employment opportunities for clients

Required Qualifications

  • Bachelor’s degree from an accredited institution
  • At least 3 years of workforce grant management experience and a proven track record of meeting performance goals
  • Experience providing financial oversight of contracts, including invoicing agencies and approving sub-award contracts
  • Must have a proven record of Analyzing and compiling client data and reporting to various agencies

Preferred Qualifications:

  • At least 2 years of experience working in the public social service or workforce systems in operational roles
  • At least 3 years of experience working with marginalized populations with significant barriers to success
