Title: Federal Contracts Manager

Job Description: The Federal Contracts Manager will be responsible for the review, negotiation, and management of large, complex, multifaceted, long-term contractual agreements with the US Government with an emphasis on the GSA MAS contract serving as the main point of contact between Sterling and the GSA Contracting Office. The Contracts Manager is responsible for ensuring that all contractual and program requirements are fulfilled and will also ensure that Sterling remains compliant with all requirements of the programs for not only GSA but other contracts, agreements, or programs held by Sterling as directed by management. 

Required Technical Skills: The Contracts Manager should have strong proficiency in Microsoft Excel and proficiency in Word, Outlook, Adobe Acrobat Professional, and Salesforce. 

Required Education/Experience: Three or more years of experience with GSA Schedules (particularly IT 70/MAS). Knowledge and hands-on experience with other government contracting methods and applicable procurement laws and regulations, including but not limited to FAR, DFAR, AFAR and other agency supplements. 

Job Requirements:

  • Possess a strong work ethic and team player mentality. Able to communicate, coordinate, and work effectively with coworkers.
  • Able to understand complex contract requirements and effectively train coworkers on those requirements.
  • Demonstrated experience and working knowledge of Federal Acquisition Regulations and Federal Procurement Law is required.
  • Experience supporting administration of IDIQ/BPA contracts.
  • Experience with General Services Administration (GSA) Schedules and contracts is required.
  • Experienced modifying, negotiating, and managing GSA Schedules.
  • Excellent oral and written communication skills, especially working with proposal team members and executives.
  • Able to manage multiple priorities to meet required deadlines 
  • Able to prepare required reports efficiently and accurately

Primary Responsibilities: 

  • Corporate Subject Matter Expert on the GSA program and other contracts/programs as required.
  • Build and develop a strong relationship with and be the primary point of contact to the GSA Contracting Office.
  • Develop and conduct training on government contract management and compliance. 
  • Prepare reports on required information and key metrics for Sterling Management and the GSA PMO. 
  • Coordinate preparation and send all financial reports and quarterly payments to GSA.
  • Ensure that Sterling is compliant with all requirements of the GSA Contract and other contracts/programs as required.
  • Manage catalog, pricing, and product information. Maintain that information on our GSA e-commerce site.
  • Respond to GSA program requests in a timely manner.
  • Respond to GSA customer issues in a timely manner and ensure an adequate resolution has been reached.
