State of Wisconsin is Hiring a Program and Policy Analyst - Adv Near Madison, WI

Introduction

The Division of Energy, Housing, and Community Resources (DEHCR), Program Development Section is recruiting for one Program and Policy Analyst at the Advanced level to support the programs operated under the Home Energy Plus umbrella. Home Energy Plus programs include the Wisconsin Home Energy Assistance Program (WHEAP), the Weatherization Assistance Program (WAP) and Home Energy Plus (HE ) Program Services which consists of the Heating, Ventilation, and Air Conditioning (HVAC), and Water Conservation Programs. These are large statewide programs with combined annual budgets over $210 million. The weatherization program serves over 6000 households statewide and is designed to increase the energy efficiency of dwellings owned or occupied by low-income persons. Delivery of weatherization services is through a network of 17 local non-profit Community Action or local government agencies. The Wisconsin Home Energy Assistance program is delivered through contracts with counties, tribes, and local non-profit and Community Action agencies. Over 200,000 households are served annually. The WHEAP has multiple components: heating and electric assistance programs, emergency and prevention assistance programs, and the HVAC Program. The program targets assistance based on need, encourages energy efficiency, and encourages individual responsibility for bill payment. WHEAP assists eligible households in meeting their needs for affordable home energy.

This position is located at the Department of Administration (DOA) building in the heart of downtown Madison, near the state capitol, the Madison Metro bus route, the Capital City bike path, and a lot of restaurants and shopping venues. For more information about the DEHCR, visit our website.

This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Position Summary

Under the general supervision of the Program Development manager, this position provides advisory and overall technical and administrative support for programs operated in the Program Development Section under the Home Energy Plus (HE ) Bureau. Considerable knowledge is needed of the HE programs. The position will serve as a liaison with other State agencies, county government offices, non-profit organizations, vendors, and the general public.

HE programs include the WHEAP, Heating, Ventilation, and Air Conditioning (HVAC), Weatherization Assistance Program (WAP) and the Water Conservation program. These are large programs with combined annual budgets of over $210 million which serve over 200,000 households annually. The Division contracts with 17non-profit Community Action agencies for weatherization, water conservation and HVAC services. WHEAP is delivered via over 70 contracts with local county government, tribes, and non-profit organizations. The programs are complex with multiple components: energy assistance payments to eligible households, emergency HVAC replacement, energy crisis and water conservation, and installation of weatherization conservation measures such as insulation, sealing air leaks, heating system updates, and installing energy saving products. The HE programs target assistance based on need, encourage energy efficiency, encourage individual responsibility for bill payment and assist eligible households in meeting their needs for safe, affordable home water and energy. There is a high degree of complexity in working to coordinate multiple locally delivered programs related to energy, water, and weatherization assistance.

Duties for this position include:

  • Provide technical assistance via the Home Energy Plus Help Desk for all HE programs
  • Guide the establishment of training programs to meet the needs of the WHEAP, HVAC, Water Conservation, and other HE programs
  • Work with sub-grantees and staff in developing and reviewing quality assurance outcomes for the weatherization, water, HVAC, and energy assistance programs
  • Identify contract compliance, policy and program issues affecting WHEAP, HVAC and Water Conservation
  • Develop, clarify, and recommend policies and procedures to improve program delivery
  • Coordination between local weatherization providers, local energy assistance providers, water conservation providers, utilities, and other community-based organizations for delivery of HE services throughout the State of Wisconsin and other DOA Divisions
  • Develop and support new Division initiatives

Salary Information

Starting hourly rate for this position will be $30.00-$38.00 per hour depending on qualifications and experience, plus excellent benefits. This position in this classification is assigned to pay schedule/range 07-03. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

This position requires the ability to travel statewide approximately 15% of the time.

Qualifications

Minimally qualified applicants must have the following:

1. Experience working with grant funded programs.

2. Experience conducting training and developing training curricula.

3. Experience researching, drafting, or interpreting program policies.


In addition, well-qualified applicants will also have the following
:

1. Experience working with Home Energy Plus programs and data systems, or similar programs/systems.

2. Experience conducting administrative, programmatic, and fiscal monitoring.

3. Experience working with energy assistance, weatherization, or similar programs.
