The Wisconsin Department of Natural Resources (DNR), Division of External Services, Bureau of Customer & Outreach Services is recruiting to fill a Program & Policy Analyst- Advanced vacancy. This position would be stationed out of Madison, WI. Telework is available for up to 60% of the work week!

Position Summary

The Program and Policy Analyst – Advanced provides statewide policy, planning and analytical support to the Customer and Outreach Services (COS) Bureau. This position ensures the agency’s efforts to provide excellent customer service are maintained by implementing process controls, data analysis and measurement devices. This position will also ensure development of accurate, complete and concise communication for agency partners and DNR staff, including the development of program policies and procedures. This position is responsible for drafting and delivering testimony on proposed legislation and researching and preparing answers to legislative inquiries pertaining to the COS program.

This position works independently and is responsible for the collaboration and coordination between COS and other agency programs, including programs in the External Services, Internal Services, Fish, Wildlife and Parks, DNR Legal Services Divisions and Departments of Revenue and Transportation to assist in the development and interpretation of policy documents and assisting in fiscal estimate research and development. This position performs comprehensive program and policy analysis and related research, program planning, program evaluation and related financial activities.

This position will also be responsible for analyzing problems, issues, or proposals, develop alternatives, options, or plans, and recommend courses of action based on the results of analysis. This also Involves continuous review and development of various forms of communication directly to COS staff, contracted agents, DNR programs and partners. This role coordinates inter-program projects and processes, and guides and directs Issues for the COS leadership team. This position plays a lead role in assuring program integration, issue management, program evaluation, organizational development, and program-wide communications as they relate to the work of COS. This position plays a key role in reducing business risk through continuous improvement of information, business processes and adherence to agency policies and procedures, state statutes and administrative codes. To ensure continuity of service, this position will also serve on committees that plan for managing the effects of natural disasters.

Salary Information

The starting pay is between $36.00 and $44.00 per hour ($74,880-$91,520 annually), depending on qualifications. Pay for all hires will be based on the compensation plan in effect at the time of the appointment. The pay schedule/range is 07-03. A one-year probationary period may be required.

Remote Work: Remote and hybrid-remote work is intended to be performed primarily in Wisconsin.

Qualifications

Required qualifications include experience with the following:

  • Experience drafting and analyzing public policy.
  • Experience preparing written documents such as issue briefs, guidance documents, and recommendations for action.
  • Experience reviewing and analyzing the work of others such as coworkers, peers, etc.
  • Project management experience (i.e. setting goals, working timeframes, meeting deadlines, working with stakeholders, etc.).
  • Experience analyzing state and federal laws, regulations, and the administrative code, and researching issues.

Best-qualified applicants will also have the following:

  • Experience leading and/or participating in workgroups through policy and/or practice changes (making decisions, providing input, facilitating discussions, designing, or developing policy review and/or recommendations, etc).
  • Experience preparing and delivering testimony.
