This is a full-time, permanent, Management Analyst 4
Health Systems Quality Assurance
Location: Tumwater, WA (flexible/hybrid)

As an Organizational Change Manager, you will play a pivotal role in facilitating and managing organizational change. This position is critical in providing senior-level analyses and implementing change management best practices using the ADKAR methodology from PROSCI. The incumbent will collaborate with division leadership, staff, and external partners to minimize resistance, foster engagement, and adjust plans to meet business objectives.
Furthermore, this role will serve as a key member of the quality and process improvement efforts for the division. Responsibilities include providing advice and consultation to executive leadership on various aspects of organizational development. Leveraging Lean Six Sigma principles, the incumbent will drive continuous improvement efforts and operational success.
This position actively engages across other divisions, within HSQA, and with external partners to identify process improvement opportunities, fostering a culture of continuous improvement. As part of the DAS Operations team, this position will also influence the direction, adoption, and sustainment of new systems and processes, ensuring alignment with leading change efforts across the division.

Responsibilities include, but are not limited to
:
  • Change Strategy Development
    • Providing senior level analysis and recommendations regarding complex change management strategies.
    • Providing counsel and assisting in the implementation of a variety of complex business processes.
    • Developing comprehensive change management strategies aligned with the ADKAR methodology to support organizational initiatives that impact programs and policies.
  • Interested Part/Team Engagement
    • Building strong relationships with key parties across different levels of the organization.
    • Communicating change initiatives effectively, ensuring those impacted understand the rationale and benefits of the proposed changes.
  • Change Impact Assessment
  • Conducting thorough assessments to understand the impact of proposed changes on individuals, teams, and processes.
  • Analyzing feedback and data to anticipate potential challenges and opportunities during the change process.
  • Change Implementation:
  • Developing and executing change management plans, including communication strategies, training programs, and support mechanisms.
  • Monitoring progress and adapting strategies as needed to address emerging issues and ensure successful implementation.
  • Training and Development:
  • Collaborating with Learning and Development teams to design and deliver training programs that build the knowledge and skills required to embrace change.
  • Providing ongoing support and resources to facilitate continuous learning and development.
  • Performance Measurement and Evaluation:
    • Defining key performance indicators (KPIs) to measure the effectiveness of change initiatives.
    • Monitoring proposed or pending changes in business operation requirements, laws, policies and procedures, potential impact on business functions and recommends appropriate response to assist in the implementation of those changes.
  • Collecting and analyzing data to evaluate progress, identify areas for improvement, and celebrate successes.
  • Culture Transformation:
  • Fostering a culture of change readiness and resilience by promoting open communication, innovation, and collaboration.
  • Leading by example and encourage individuals and teams to embrace change as an opportunity for growth and development.

Essential Requirements & Qualifications

Option 1
: Five (5) or more years of progressively responsible experience, which includes:
  • Leading and coordinating various organizational change management (OCM) initiatives and quality improvement plans, utilizing methodologies such as continuous improvement, LEAN, and Six Sigma.
  • Facilitating diverse groups of people to identify and resolve complex or sensitive issues.
  • Writing and presenting information and training to diverse audiences.
  • Developing and leading teams.
  • Completion of courses, training, or conference attendance related to quality improvement.
Option 2: Certification in Lean Six Sigma – Green Belt; AND:
  • Three (3) or more years of experience leading and coordinating various organizational change management (OCM) initiatives and quality improvement plans, utilizing methodologies such as continuous improvement, LEAN, and Six Sigma.
  • Two (2) or more years of experience leading projects and facilitating workgroups.
Option 3: A bachelor's degree or higher in public health, public administration, health services, business administration, leadership, organizational development, or a closely allied field; AND two (2) or more years of experience leading and coordinating various organizational change management (OCM) initiatives and quality improvement plans, utilizing methodologies such as continuous improvement, LEAN, and Six Sigma.

And
all options require:
  • Prosci certification, which includes the ADKAR change management model.
  • Experience using MS Word, Excel, and PowerPoint.
  • Experience facilitating virtual meetings and workshops using tools such as Teams, Mural, and breakout rooms.

Desired Skills & Preferred Experience
  • Six Sigma Belt (Black)
  • Experience leading training and educational opportunities for adults.
  • Experience leading policy and systems changes to advance equity initiatives.
  • Experience building new systems and processes to improve collaboration, coordination, quality improvement, and equity.
  • Experience integrating community voice, feedback, needs, and preferences into program plans, projects, and initiatives.

Work Location & Flexibility
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed.
