This posting is for an Environmental Planner 4, full-time, project position is funded through June 30, 2025. As a result, this position is not eligible for a Department of Retirement Services benefit for the duration of the placement. As the Project Manager for the Lower Yakima Valley (LYV) Groundwater Management Area (GWMA) Implementation Committee, you'll play a pivotal role in addressing elevated nitrate levels in groundwater and mitigating risks to residents' health by helping to address elevated levels of nitrate in the groundwater impacting residents. This position will serve as the senior planner responsible for the department’s Nitrate Hazard Mitigation plan and LYV GMWA by providing analysis on needs, funding, and progress to management, staff, other state agencies, local partners, and the Environmental Protection Agency (EPA).
Some of the work this position will be doing:
  • Strategic Coordination: Work closely with the Implementation Committee to develop and manage oversight of the GWMA Groundwater Management Plan, ensuring alignment with program goals and objectives.
  • Effective Communication: Prepare and distribute meeting agendas and materials, as well as quarterly summaries of work for submission to the Environmental Protection Agency (EPA) and project partners, fostering transparency and accountability.
  • Partner Engagement: Build and maintain strong relationships with community, regional, and state partners, facilitating collaboration and maximizing resources for effective implementation.
  • Resource Management: Identify and pursue funding sources to support project initiatives, leveraging efforts to achieve optimal outcomes.
  • Leadership and Mentorship: Direct and support the Community Outreach and Environmental Education Specialist, providing guidance and oversight to ensure the successful implementation of the Hazard Mitigation Plan.

Work Setting
The duty station for this position is in Richland, WA. Telework (mobile work) is currently encouraged; however, routine in-person work is expected in both Yakima and Benton Counties We anticipate the incumbent will have weekly in-person work throughout the area.

Required Qualifications

Option 1:
Five (5) or more years of experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
Experience must include practical skills in:
  • Project Management, including project planning and forecasting, task tracking, and budget management.
  • Principles and practices of environmental studies and issues, groundwater planning and operations.
  • Decision making in accordance with implementation policies and federal and state statutes.
  • Writing business correspondence, drafting documents and reports, and writing concise and accurate meeting summaries.
  • Meeting and committee coordination and facilitation.
OR

Option 2:
A bachelor’s degree in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field and three (3) or more years of experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
Experience must include practical skills in:
  • Project Management, including project planning and forecasting, task tracking, and budget management.
  • Principles and practices of environmental studies and issues, groundwater planning and operations.
  • Decision making in accordance with implementation policies and federal and state statutes.
  • Writing business correspondence, drafting documents and reports, and writing concise and accurate meeting summaries.
  • Meeting and committee coordination and facilitation.
OR

Option 3:
One year of experience as an Environmental Planner 3.

Desired Qualifications
  • Bilingual in English and Spanish
  • Lived or professional experience addressing environmental injustice and working with communities of color, indigenous people, or low-income populations on environmental and social justice issues.
  • Knowledge of federal and state solid waste and hazardous laws and regulations.
  • Knowledge of basic nitrate and groundwater cleanup principles.
  • Knowledge of clean water act regulations.
  • An understanding of environmental justice research, demographic data, and equity focused assessments.
  • Knowledge and practice of collaborative problem solving, conflict resolution, and participatory planning.
  • Understanding and confidence discussing environmental and social justice, racism, and social and economic inequalities.

Conditions of Employment/Working Conditions
