Principal Engineer
The Colorado River Authority of Utah (Authority) seeks a Principal Engineer to support the Authority’s intra- and interstate Colorado River technical efforts. The Authority was legislatively created in 2021 as a program of the Utah Governor with a broad statutory mandate to “protect, conserve, use and develop Utah’s waters of the Colorado River system.” The Authority is governed by a seven-member board with the Chair serving as the Utah River Commissioner and the Governor’s representative in all interstate negotiations impacting Utah’s interests in the Colorado River.
Job Summary
Under the direct supervision of the Executive Director, this position is responsible for providing technical review, input and analysis regarding Colorado River system operations and on all matters pertinent to the authorities, function and mission of the Authority. This position shall supervise staff engineers, technical staff, student interns and other personnel as directed by the Executive Director. This position will assist in the implementation and oversight of the Authority’s Management Plan and preparation of the annual report. At the direction of the Executive Director, this position will represent the Authority in meetings and will routinely interact with the River Commissioner, the Authority board, senior water management in Utah (e.g. the Utah Division of Water Resources and the Utah Division of Water Rights), assistant Utah Attorneys General, senior Reclamation staff, representatives of the Upper and Lower Division States, representatives of Utah’s Colorado River Indian Tribes, water users, non-governmental organizations and other stakeholders.
Essential Functions
  • Develop long-term strategies, programs, policies, and plans aligned with the mission of the Authority and the goals outlined in the Management Plan.
  • Provide oversight and implementation of the Management Plan, including preparation of annual Work Plans.
  • Provide leadership and guidance to engineers and technical staff, including planning problem solving, coordination and communication, promoting professional development and knowledge sharing among staff.
  • Conduct independent research and analysis of significant technical issues confronting the Colorado River basin.
  • Prepare written reports, presentations, and correspondence pertaining to the technical responsibilities of the Authority.
  • Coordinate, oversee, and/or conduct studies, evaluations, research and management of measurement infrastructure, and development of computer models for planning and implementation of drought mitigation measures in accordance with the Authority Management Plan.
  • Conduct technical investigations and studies on existing and/or potential future water supply, existing and/or potential future water use, infrastructure, and operations, including computer modeling and determining feasibility and/or impacts of proposed interstate or intrastate projects.
  • Assist with technical details of agreements or studies with other agencies, consultants, and Authority personnel.
  • Perform project management and contract management responsibilities. Assist in the preparation of requests for proposals, proposal evaluation and recommendations for the award, oversight of the technical performance of consultants and contractors, schedule, change management, risk management, budget, and expenditures, and ensure successful completion within established parameters.
  • Represent the Authority on interstate and intrastate technical teams related to, for example, consumptive use of Colorado River water, operations, water development projects, conservation and demand management activities, water rights and shortage.
  • Represent the Authority on key legislative issues, task forces, committees, and other legislative-related initiatives where a technical background is needed.
  • Ability to make decisions independently on engineering problems and methods; ability to make evaluations on large and complex projects involving water supply, water supply alternatives and recommendations to management which involve substantial expenditures for equipment, materials, and personnel.
  • Ability to identify and understand the significant technical, financial, operational, and organizational elements of a problem and the implications associated with various alternative approaches.
Minimum Qualifications
  • Graduation from a fully accredited university with a bachelor’s degree in civil engineering, hydrology or a related discipline.
  • Ten (10) years of progressively responsible experience in engineering, hydrology or a related discipline with at least five (5) years in a supervisory or managerial role.
  • Ability to communicate effectively verbally and in writing.
  • Ability to analyze complex water resources issues and communicate effectively about them.
  • Ability to respect and get along with a diverse group of staff, advisors and stakeholders.
  • Ability to organize, track and manage work with minimal supervision.
  • Ability to apply principles of engineering to solve problems.
  • Ability to influence the opinions, attitudes, or judgments of others, including the ability to motivate, convince, or negotiate.
  • Experience working on Utah water management issues, including Colorado River Basin issues.
Desirable Qualifications
  • Graduation from a fully accredited university with a master’s degree in civil engineering, hydrology or a related discipline.
  • Fifteen (15) years of experience as a practicing engineer, with at least ten (10) years in a supervisory position.
  • Registration as a professional engineer in the State of Utah.
The position is full-time and located at the Authority offices in Salt Lake City, Utah. Some travel is required. The compensation range for this position is between $61 - $73 per hour depending upon qualifications and experience. The state of Utah provides a competitive benefits package.
