Job Title: Engineering Technician III, II, I (Application and Records)

Job Description:
Do you like to analyze and solve problems? Are you comfortable interacting with people? This position will serve as engineering technician in the Division of Water Rights Applications & Records Section to handle basic title transfers, finalize certification of water rights and review Orders of the State Engineer. This will entail the review and research of records and data to make proper evaluations and recommendations.
Principal Duties:
As an Engineering Technician with the Division of Water Rights you will:
  • Assist the public in person and over the phone to answer questions regarding water rights procedures.
  • Assist with preparing various water right applications. 
  • Create maps using the Division’s mapping software.
  • Analyze and assist with the review of draft Orders of the State Engineer.
  • Review the water rights database for accuracy.
Ideal Candidate:
  • Self-starter with interest in the field of water rights title, application approval and processes.
  • Personable and capable of interacting with the public to answer both general and title related questions.
  • Familiar with Microsoft Windows and capable of learning water right specific programs as needed for the job.
  • Comfortable asking questions and communicating with their supervisor.
  • The job will require the candidate to work in their assigned office for at least four days per week.
  • Critical thinking, full time work and dependability are expected.
*Preference will be given to candidates with direct water rights experience.

  • Serve as a public information specialist for statewide issues.
  • Handles inquiries, researches low to moderately complex water right matters, coordinates activities with other Division staff.
  • Review and help develop draft Orders of the State Engineer.
  • Assist and work to complete larger water rights research as requested by the supervisor.
  • Utah water rights law, rules, regulations, and statewide policies.
  • Principles, theories, and practices of water rights management.
  • Research methods, techniques, and/or sources of information.
  • Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
  • Read and interpret maps, plats, charts, plans, and/or blueprints.
  • Read, interpret and apply laws, rules, regulations, policies and/or procedures.
  • Communicate information and ideas clearly and concisely, in writing; read and understand information presented in writing.
  • Use State or agency-specific software application programs.
